The 3M HIS Privacy Program Manager leads privacy operations to support the compliance of the Health Information Systems (HIS) Division of 3M with HIPAA and other regulatory requirements. Reporting directly to the 3M HIS Privacy and Compliance Officer, the Privacy Program Manager develops and implements strategies for ensuring the privacy of protected health information (PHI) and other sensitive data collected and maintained by HIS products. Positioned at the intersection of technological innovation and a rapidly evolving privacy landscape, the Privacy Program Manager translates regulatory requirements for HIS product teams building cloud computing, machine learning, and natural language understanding products to improve healthcare.

Primary Responsibilities include but are not limited to the following:
Manages privacy program governance and reporting, identifying and implementing key performance indicators for sensitive data identification and risk management.
Conducts privacy impact assessments to ensure the permissibility of data uses under the HIPAA Privacy Rule and contractual use rights and restrictions.
Identifies privacy controls and manages privacy risks; assesses control effectiveness and manages risks to the confidentiality of sensitive data including PHI.
Investigates and responds to suspected privacy incidents or breaches; documents breach assessments in accordance with HIPAA Breach Notification Rule.
Implements privacy by design approach, identifying product requirements and working with product teams to build product features ensuring privacy objectives are met and risks managed appropriately.
Develops and maintains data inventory to ensure sensitive data elements are identified, tracked, and protected.
Develops training and awareness materials educating 3M HIS workforce on key privacy concepts, controls, and standards for ensuring the confidentiality of sensitive data.
The employee regularly works with regulated, restricted and highly confidential information, and is skilled in understanding the necessity and the ability to preserve and maintain confidential communications and legally privileged information. Error in judgment can cause significant losses to the company in form of financial loss, government fines, and/or adverse publicity. Work affects business operations to a substantial degree
- Possess a Bachelor’s degree or higher (completed and verified prior to start) from an accredited institution
Maintains at least one Privacy certification such as, CIPP, CIPT, etc.
Minimum of five (5) years of experience working in data privacy
Experience working with healthcare privacy
5-7 years of experience working in data privacy or security
Familiarity with cloud computing, machine learning, or natural language understanding technologies
Experience working in or with IT security domains
Ability to manage multiple high-visibility, complex technical projects
Strong problem-solving and critical thinking skills
Location: Murray, UT or Silver Spring, MD
Travel: May include up to 10% domestic and international
Relocation: Is not authorized.
Must be legally authorized to work in country of employment without sponsorship for employment visa status (e.g., H1B status).
