Brief Description Manages the daily operations of several human resources programs by establishing goals, objectives, performance measures; assigning and monitoring the progress of projects and overall productivity of employees, including supervising, evaluating, hiring, training, and developing process improvements in support of Dallas County’s strategic plan.
Detailed Description Plans, organizes, directs and manages the daily operations of the human resources function and provides professional expertise to staff in the area of human resources issues. Establishes goals, objectives and performance measures for divisions including risk management, employment, compensation, staff development and training; and develops process improvements as well as policies and procedures. Develops programs and initiatives to improve efficiency and increase productivity and service levels, and. Assigns and monitors the progress of projects and overall productivity of the department. Maintains a working knowledge of all laws and guidelines and advises commissioners’ court, elected officials and department heads of legal policy requirements to facilitate decisions that affect county operations. Assesses human resources issues and keeps the Director informed of decisions and /actions. Assists in preparing and monitoring the departmental budget. Serves as a liaison between departments and elected officials and serves on boards and commissions as assigned. Performs other duties as assigned.
Job Requirements Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Human Resources, or in a job related field of study. Five (5) years of management experience in human resources. Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledge of state and federal labor laws including but not limited to FMLA, FLSA, EEO and affirmative action laws. Standard office environment.
