Bachelor's degree and five years of experience in the direction and management of an HIV/AIDS or other relevant program in a public health, health/human services, health regulatory or community-based service organization; OR nine years of such experience. The years of experience must have included: policy formulation; program planning, design, implementation and evaluation and allocation of resources. At least three years of experience must have included supervision of staff and/or program management. A Master's degree may substitute for one year of experience.
Five (5) years of experience in managing and coordinating the fiscal and/or administrative process of Department of Health programs; three (3) years of experience analyzing yearly independent audits, time and effort reporting, and compliance with federal OMB cost principles for non-profit organizations; three (3) years of experience providing technical assistance and guidance around auditing of non-profit organizations; three (3) years of experience analyzing and reviewing financial documentation to support expenses submitted on vouchers and/or invoices for allowable and appropriate costs; and two (2) years of experience using financial and grants management systems.
The Associate Director position is a key management position with responsibility that extends beyond the Office of Administration and Contract Management. This position must work closely with the AIDS Institute's program Division, Office, Bureau and Section directors in the planning, development and implementation of a wide range of HIV/AIDS, STD, Hep C, LGBT Health & Drug User Health services and programs; work in partnership with program staff on an ongoing basis, providing guidance and oversight that is critical to the awarding of funds and implementation of programs in accordance with numerous requirements. This position will be responsible for formulating policy; planning, implementing and evaluating systems and practices; directing all activities necessary to respond to audits by the Department of Health, the Office of the State Comptroller, Health Research, Inc. and the federal government; providing direction to staff and contractors on all questions/issues related to audits and the allowability of costs; ensuring compliance with federal and state requirements; directing all functions around contracting and payment processing, including auditing of reimbursement claims to contractors and establishing goals and priorities; directing all functions with vendor and audit management and operations; and assisting in the directing the development of management information systems; and other duties as assigned.
