DESCRIPTION OF DUTIES
Primary Duties Include:
Contribute to the elicitation of cyberspace operations user (operational) requirements.
Using existing and under development architectures, interoperability requirements, implementation constraints and costing information develop associated capability requirements, gap analysis, implementation options, operations and maintenance (O&M) plans, acquisition plans and associated costing analysis. Due to the complexity and the multiple stakeholders participating, the selected contractor will be expected to work with immature, incomplete inputs that he/she will either complete or refine.
Using the above prepare capability package (CP) documents for submission and approval at NATO HQ.
Support the CP process throughout its life-cycle, with special attention to the submission and approval phases.
Prepare supporting documentation, including analysis reports, white papers, point papers, briefs and additional documentation, as required for CP document production, submission and approval.
University degree, at Master’s level or above, in computer science, computer engineering or similar discipline.
Post-grad education in CIS security and cyber defence disciplines, at the level of Certified Information Systems Security Professional (CISSP), GIAC Security Expert, ISACA Certified Information Security Manager (CISM) or equivalent.
At least two years of relevant experience within the last five years in CIS security and cyber defence. Experience shall be only considered when it is at the level of main author/subject matter expert (SME). Other team supporting activities shall not be declared as applicable experience.
At least two years of relevant experience within the last five years in the preparation of medium-to-large (greater than $10 million) acquisition proposals, preferably in the area of development of governmental or internationally funded capabilities.
Demonstrated proficiency in English as defined in STANAG 6001 (4343) or demonstrate native English speaker background
Demonstrate minimum NATO or National SECRET clearance with the appropriate national authority for the duration of the contract
Demonstrated working level knowledge with MS Office tools (Outlook, Project, Word, Excel and PowerPoint, SharePoint)
Demonstrate the availability to travel to any NATO entity within the 29 Nations (valid passport with no travel restrictions to NATO nations)
US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).
