DESCRIPTION OF DUTIES
The SME will serve as an expert advisor to perform Independent Cost Estimates (ICEs) and Independent Cost Assessments (ICAs) under the guidance of the Lead. The SME will apply the principles, theories, and methods of cost estimation and analysis to develop cost estimating relationships and to design cost estimating methods. The SME will be expected to apply advanced statistical techniques; normalize data; and perform risk analysis uncertainty analysis, cost improvement curve analysis, and inflation analysis. The SME will also use their knowledge and experiences to perform independent research on emerging topics within the field of cost estimating; to enhance the tools, methods, and capabilities and to find existing cost data from all available sources. They will also serve as advisors to the Director on matters of best practices, interpretation of new DoD and DoN policy, and recommendations for new policy. They will also be called upon to use his or her experience to either develop new training courses or research existing classes to recommend to personnel for various given topics
At a minimum, must possess a Master's degree in Engineering, Physics, Operations Research, Cost Analysis, Mathematics, Finance, Economics, or related field. The Master's degree requirement may be waived for a candidate with a Bachelor's degree in any of the above listed fields and who has an additional three (3) years of experience from that described below. SME shall have a minimum of twelve (12) years of cost estimating experience . Experience in the following areas must be evident: Ability to independently collect data and normalize to prepare for cost estimation; Ability to independently conduct research on matters of cost analysis given a specific topic; Familiarity with all cost estimating methodologies and the ability to recommend different methodologies based on available data and project timeline; Experience estimating all phases of the product life cycle, from development through sustainment and disposal: US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI). Must have an active TS/SCI clearance
Experience with IPM (EVM and Schedule analysis) is desired.
Experience estimating multiple commodities acquired by the DoN (i.e. aircraft, ships, weapon systems, sensors, electronics)
Software cost estimating
Knowledge of the DoD 5000-series acquisition process
Knowledge of DoD and DoN policy and the ability to interpret policy into actionable recommendations
Cost analysis experience on ACAT I-level programs or their equivalent
Proficiency in Microsoft Office products (Outlook, Word, Excel, and Power Point).
Demonstration of excellent oral and written communication.
Experience working in a dynamic, schedule constrained and complex security environment.
