CCI has a Client who is seeking a system development Candidate to provide continuing supplemental application development, maintenance, and support for the mission critical, Automated Client Eligibility System (ACES) (both mainframe and web environments), Eligibility Service, and Washington Connection. These resources will supplement the IBM contracted development staff. Candidate will provide on-site functional and technical expertise to assist Client and other contracted resources with system programming specifications, program development, problem determination, interfaces from/to other applications, program migration, testing and problem resolution.
Developing, testing and debugging programs and other software utilizing automated tools.
Developing written estimates of time and resources required to implement systems changes.
Developing technical specifications for system changes and improvements.
Identifying and analyzing data and developing reports and other communications to provide meaningful information for decision-making, prioritizing resources, responding to requests and for future planning etc.
Identifying and analyzing risks associated with change, recommending mitigating measures and solutions
Effectively communicating information for the purpose of having others learn, understand and apply specific principles, techniques or information.
Converting data from project specifications and statements of problems and procedures to create or modify computer programs.
Preparing, or receiving from systems analyst, detailed specifications to describe sequence of steps that program must follow and input, output, and logical operations involved.
Analyzing specifications, applying knowledge of computer capabilities, subject matter, and symbolic logic.
Converting detailed specifications to language capable of being processed by computer.
Entering program codes into computer system.
Inputting test data into computer.
Correcting program errors, using methods such as modifying program or altering sequence of program steps.
Writing instructions to guide operating personnel during production runs.
Analyzing, reviewing, and rewriting programs to increase operating efficiency or to adapt program to new requirements.
Compiling and writing documentation of program development and subsequent revisions.
Proposed Senior level staff must possess a minimum of 5 years experience within the last 8 years in the skills and knowledge areas below.
Possess the required experience working with applications based on DB2 database;
Possess the required experience in programming in COBOL and CICS;
Possess the required experience working in an environment that uses IMS;
Possess the required experience working in an environment that uses JCL and;
Possess the required experience analyzing and evaluating proposed system changes and estimating work effort to implement those changes
Possess the required experience with utilizing structured, industry standard, SDLC processes
Possess the required experience using development debug tools such as IBM Debug;
Possess the required experience in using TSO;
Possess the required experience in developing in a system that supports the determination of eligibility for human services programs (e.g. TANF, Medicaid, Food Assistance);
Possess the required experience mentoring other workers in an eligibility system;
Possess the required experience working in an environment that uses OPC scheduler;
Possess the required experience working in a COBOL MicroFocus Environment;
Possess the required experience in performing Use Cases Deliverables
