Essential Job Duties:
This position leads and manages the unique and complex HR needs of a 24/7 state-of-the-art Veterinary Hospital and must serve as an advanced consultant that understands, interprets, and conveys university, college, hospital, and HR best practices to support employees, managers, and leaders with highly specialized operational needs, within the centralized CVM HR team providing the full range of operational Human Resources activities within the college to faculty, staff, and administration for both EHRA and SHRA, college-wide programs, personnel needs, organizational development, and implementation of significant college strategic actions aimed at improving community and culture which ultimately support University strategies and goals. The HR Consultant collaborates with the Assistant Dean of CVM HR, managers, leaders, and employees to develop and facilitate best practices in human resources, which enables the college to hire, motivate, reward and retain quality staff. They serve as a subject matter expert for multiple college HR functions, including but not limited to employee relations, position management, and leading other projects designed to support HR for the College of Veterinary Medicine. Serve as a central point of contact for key areas, facilitates the human resources needs around the entire employment cycle including hiring, management, training, compensation, benefits and separation. Serve as an advocate for the employee, management and college to encourage problem resolution through the chain of command. Assist in diagnosing and determining the scope of organizational issues, leveraging campus support to deliver the most effective solutions to drive necessary cultural change. This position must frequently and quickly assess a variety of situations and consider effective options to advise CVM administration, managers, and supervisors in order to achieve the best and intended outcome. These responsibilities require significant knowledge of HR policies and guidelines; federal and state employment law and regulations; and CVM procedures and best practices as decisions and actions by the incumbent have the capacity to affect the college’s programmatic endeavors and HR initiatives. Operational roles include: - Works with new employees and managers regarding college onboarding and develops content and training to meet college needs. Serve as a resource to new staff on HR, CVM and/or University process and policies. - Maintains and assists with personnel records and ensures compliance with federal and state posting requirements. - Counsels employees throughout the cycle of employment (college onboarding, professional development, changes in position, etc.) as well as counsels on a variety of complex concerns and answers questions. - Coaches and counsels managers and/or leaders on a variety of routine to complex employee relations issues, provides problem resolution and conflict management guidance for employees and ensures uniform and equitable applications of policies and procedures and for developing and maintaining a positive and rewarding work experience for employees. - Recommends employee relations practices necessary to establish positive employer-employee relations at the college. Advises supervisors on appropriate next steps and successive disciplinary process. - Serves as CVM liaison to the University’s central HR office and ensures that work submitted for endorsement with employment, employee relations, and classification/compensation is accurate, representative of college needs, and applies knowledge of university and state processes/policies. - Coordinates with campus HR teams to share HR practices, tools and information to ensure a level of consistency across the college and works with the campus HR teams on special projects as needed. Provides information on college and university system, and national best practices in human resources and balances university and college priorities with work group priorities. - Investigates a variety of complex issues, which include disciplinary actions, policy violations, and other performance and workplace issues and consults internally and with campus HR for appropriate resolution. Identifies interactions between policy and employment law in determining most appropriate path. - Conducts compensation reviews and provides guidance and education on policies and procedures, the salary review process, market adjustments, reclassifications. Makes initial determination regarding equity and market at the college level and works closely with campus HR as required to accomplish college needs. - Supervision of HR Specialist who manages recruitment and position management for the Veterinary Hospital and/or other positions across the college - Manages collection and reporting of SHRA Annual Performance ratings, follows-up with managers to ensure completion, consults and advises with managers on content of appraisals and follows-up when manager or employee comments indicate needed HR action(s). - Manages college exit interview process, which is focused on college community, and culture, which includes preparing summary reports and participating in developing strategies for improvement. - Functions as the back-up/alternate on all faculty hires (e.g., Working directly with the Dean and Department heads in position development, recruitment, and final hiring and startup requirements) Strategic roles include: - The incumbent assists Assistant Dean of CVM HR and Dean in continually refining the role of college HR to assist in achieving operational and strategic goals. - Discovers new ways for CVM HR to support customer groups with a focus on business strategy, such as building relationships with partners externally in the veterinary field, offering creative solutions to short staffing and/or employee issues and creating more effective recruitment tools. Recommends and drafts college HR procedures to improve services as needed. Recommends best practices, interprets policy, applies procedures and offers services in response to identified trends and patterns. - Conduct large scale studies for work groups, which may entail thorough review and analysis of positions and organizational structure and working closely with leaders to assess needs, perform and/or guide in job analysis process, creates, and updates positions (including HR system entry) according to the unit and college needs. - Supports and guides change in workgroups as a partner in strategic planning and organizational development transitions within the college. Provides and/or assists in regular and exception work group data analysis along with options and recommendations for methods of improvement (i.e. Exit trends, T/O, Compensation, Probationary status, classifications)
Serves as second in command and serves as acting Director in absence of Assistant Dean of CVM HR. Backs up other members of the CVM-HR team as needed. Serves on work teams and committees as requested.
Bachelor's degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education:
• Bachelor’s degree in a related area and minimum five years direct HR experience. • Strong Employee Relations experience a plus. • Experience using PeopleSoft HR, including system entry and ability to query and analyze data for various reporting needs. • Experience in developing successful recruiting strategies for Faculty and Professional positions. • HR Certification (PHR or SPHR) • Experience using Google mail and calendar.
