Reporting to the Director of Facilities Planning, Design and Construction, the Associate Director of Facilities Planning Design and Construction is a key member of the Facilities Planning and Management leadership team. The Associate Director has oversight and management responsibility for the administrative and operational functions of the University's Capital Improvement Program managed by the Department of Facilities Planning, Design and Construction. The Associate Director is responsible for oversight and management of the department's capital project design, permitting and construction management program. The Associate Director will assist with the development of the University's annual capital development program, feasibility studies, conceptual planning, conceptual estimating, and architectural programming support of capital developments at the San Bernardino and Palm Desert campuses.
The Associate Director serves as the Campus Construction Administrator for all campus construction. Implements design guidelines, standards, and procedures. Oversees the accurate use of project management systems to ensure that all projects are managed in accordance with the State University Administrative Manual (SUAM) and CSU guidelines and will withstand audit scrutiny. Collaborates in the development of long-term planning and annual submission of the University's 5 Year Capital Outlay Budget Change Proposal (COBCP) submittal.
Duties may include but are not limited to, the following:
Manages the Facilities Planning, Design and Construction administrative and professional project management staff including performance review, recruitment, training, and discipline.
Manages the construction documentation, bidding, and construction operations of the Facilities Planning Design and Construction department including: the management of professional and represented staff members, contractors, and vendor contracts.
Oversight of projects from design development, construction, close-out through warranty period;
Assists with the development and project compliance with the University's Master Plan, compliance with California Environmental Quality Act (CEQA), including State Clearinghouse filings, Negative Declarations, and oversight of consultant prepared Environmental Impact Reports;
Assists with the preparation of Request for Qualifications (RFQ) and Request for Proposals (RFP) for consultants and design professionals;
Manages the department process for project bidding, construction and renovation contracts; assists with administering such contracts;
Assists in collaborating with the Academic Colleges, Academic Affairs, campus auxiliaries, Facilities Management, the campus community, and Chancellor's Office in the development and publication of the University's annual 5-year Capital Program, infrastructure, and deferred maintenance projects.
Assists with development of project budgets and monitoring of expenditures assist with managing over $200 million dollars in capital project budgets; and
Performs other duties and special projects as assigned.

The successful candidate will have the following Education and Experience:
The applicant must possess a bachelor's degree, preferably in architecture, construction management, engineering, or a related field.
Equivalent to six years of experience in architectural planning and design work for a broad variety of building types.
Experience with utilization or implementation of IT systems to streamline day-to-day operations and services to manage campus construction project delivery and improve customer service.
Experience creating a highly responsive, customer-oriented portfolio of facilities-related services.
The successful candidate will have the following knowledge, skills, and abilities:
Knowledge of construction procedures and bidding processes.
Knowledge of purchasing, personnel, accounting, and budget processes.
Knowledge of safety, environmental, energy, ADA, and Federal and State regulatory requirements.
Knowledge of state and local safety, fire, construction, and public access regulations experience, and an understanding of blueprints and building codes.
Ability to organize work effectively and exercise independent judgment.
Demonstrated experience successfully working with a diverse range of people and to establish and maintain effective work relationships with students, faculty, staff, and the public.
Effective communicator, who can communicate with support staff and campus leadership.
Ability to use a personal computer and other office equipment.
Experience with planning, design, construction, renovation, and over a variety of construction delivery methods, is preferred.
Experience in construction management in a higher education setting is preferred.
Experience in conceptual capital project budgeting and scheduling, project planning, design, and project development is desired.
Experience and knowledge of physical and environmental planning and with specific knowledge of the California Environmental Quality Act (CEQA) is desired.
Direct experience in the management and supervision of consultants and/or professional staff direct reports in higher education capital program planning and management, preferably for a large institution is preferred.
Must be able to lift, lower, push, and pull loads ranging in weight from 5-60 lbs.; must be able to carry loads ranging from 20-50 lbs. for distances up to 20 feet; must be capable of kneeling, reaching overhead, climbing stairs and ladders, walking, twisting, stooping, and bending; depending upon the project, employee may spend 20-50% of day sitting, 20-50% of day standing, 20-50% of day walking.
