Duties include being responsible for technical oversight of an Enterprise Data Warehouse, Business Intelligence and Reporting systems. These systems support various programs across multiple divisions. Programs include Medicaid/BadgerCare+, Medicaid Waiver, Children’s, Self-Directed Support, Family Care and Family Care Partnership, Public Health, Quality Assurance, Mental Health and Substance Abuse and other program areas. This position will provide architectural/technical direction to customers and Division of Medicaid Services (DMS) project team members, manage budgets related to the project, manage customer relationships, and directly and substantially serve as a key technical advisor to managers in those areas as DMS begins to plan for and develop an Enterprise Data Warehouse. This position will also function as the technical lead with broad data warehouse architecture, design, development and support responsibilities and represent DMS programs in liaison with program management and staff, managed care organizations, counties and service agencies. This position consults, advises and develops a variety of technical and business intelligence solutions to support program operations and performs quality assurance and testing of the contracted vendor’s technical work. These responsibilities will require well-developed skills in architecture design, business intelligence, data warehousing, programming, data exchange, project management, teamwork, facilitation, interpersonal relationships, oral and written communication, and organization.
GOALS AND WORKER ACTIVITIES
- As DMS’ technical expert/lead, manage and coordinate aspects of the Data Warehouse (DW) and Business Intelligence and Reporting (BI) systems’ development, maintenance and support.
A1. Function as the technical architect and designer for the DW and its associated Data Marts and the BI system.
A2. Maintain detailed technical, architectural documentation on the DW and the BI system. Ensure that a data dictionary is maintained that describes how the systems operate, what the field definitions are and how the Extract, Transform and Load (ETL) processes function.
A3. Provide technical oversight to the logical and dimensional data models and designs for the data warehouse environment.
A4. Consult with other technical leads (Data Architect, Application Architect, Technical Architect, Security Officer, Records/Forms Officer, etc.) in the department to ensure that designs adhere to established standards.
A5. Design end-user friendly systems with minimum need for maintenance and upkeep. Ensure that designs are intuitive to end-users.
A6. Develop an effective support structure and training program to serve the end-user community and assist them address data and decision-support needs.
A7. Consult and advise program staff and end-users on how to leverage the DW and the BI make improvements to them. Provide field support to partner organizations in working with the DW and the BI systems – sending data to the systems, retrieving data and interpreting data.
A8. Working with the development vendor, ensure that all requirements are met in design and development.
A9. Identify data exchange solutions that meet design and development requirements and standards.
A10. Working with other team members, develop team’s knowledge and capacity to ensure continued support for the systems. Encourage collaboration and knowledge sharing.
B. Develop and provide technical support to end-users of the systems.
B1. Provide oversight on vendor activities in support of the department, MCOs, counties and service agencies that are end-users of the DW and the BI systems.
B2. Assist the department, MCOs, counties and service agencies with consultation and advice on approach to leveraging the DW and the BI systems and submitting standardized data into the systems and retrieving data for decision-making.
B3. Resolve issues, problems and forward questions, as necessary, to DMS, Program Areas or management staff. Provide follow-up communication regarding issue resolution.
B4. Coordinate and facilitate development of business requirements.
B5. Assist the department, MCOs, counties and service agencies in developing testing criteria and post implementation evaluation to ensure system integration meets specifications and standards.
C. Perform as the liaison between the DET, other State Agencies, end users, OLTCS and the vendor.
C1. Represent departmental interests with external entities such as DOA/DET, other State Agencies, etc. in the areas of data warehousing, business intelligence and reporting.
C2. Act as the technical liaison and translator between various technical and business staff and management clarifying issues to the respective parties on the systems.
C3. Coordinate system and process integration and interoperability needs with other department systems and processes, for instance, MMIS/interChange, CARES, Functional Screen, Program Participation System, Wisconsin Immunization Registry, etc.
C4. Respond to questions and provide support for user community (customers) who need data and interpretation of the data.
C5. Provide follow-up communication to customers regarding problems, support, fulfilling request for information and reports.
C6. Establish an ongoing outreach and support process with the customers and vendor(s) so education, training, information, issues, ideas and suggestions for improvements are effectively transmitted and handled by the respective parties.
C7. Develop necessary education and training materials for all parties involved in the use of the systems.
C8. Communicate business rule changes to vendor.
D. Monitor and track vendor delivery of services and supports for all service agreements, any planned projects, and priorities.
D1. Analyze and monitor that the vendor is in compliance with contracted service requirements and state and federal mandates.
D2. Maintain a list/log of key contractual issues, changes, etc. that need to be discussed, evaluated and decided upon.
E. Maintain up to date knowledge in a variety of technologies, regulations and standards to assess impact of potential changes to the systems.
E1. Stay abreast of current business, process and technology trends in the areas of data warehousing, business intelligence and reporting. Assist DMS in keeping its data warehouse environment up to date.
E2. Establish a relationship with program and subject matter experts to assist with interpretation and implementation of program, policy and regulatory and standard issues.
E3. Maintain knowledge of Medicaid, Family Care and Family Care Partnership, Mental Health and Substance Abuse and Public Health programs and their automated support needs and technology trends in the industry. Recommend system and policy changes when appropriate.
E4. Maintain knowledge of Center for Medicare and Medicaid Service (CMS) Health Care Common Procedure Coding System (HCPCS) and International Classification of Diseases (ICD) coding standards and other relevant coding standards used in the Family Care and Partnership programs. Recommend system and policy changes when appropriate.
E5. Maintain knowledge of Health Insurance Portability and Accountability Act (HIPAA). Recommend system and policy changes when appropriate.
E6. Analyze and stay abreast of state statutes, federal regulations, administrative codes and procurement policies and communicate proposed changes and effects/impacts to respective parties for system and process modifications.
F. Research and recommend improvements to systems and services based on health care industry business practices, and provide advice and guidance on complex requirements and issues.
F1. Abstract, organize and evaluate quantitative and qualitative data from various entities and systems.
F2. Analyze the effectiveness of solution options/alternatives in meeting the business operation needs of the department and end-user organizations, and report recommendations.
F3. Analyze and recommend improvements to governance, communication/ collaboration, work-flow processes, project selection and prioritization, contract management practices, etc.
F4. Coordinate and participate in all aspects of planning to define the systems and business process requirements of the department and end-user organizations to be met by solution options/alternatives.
F5. Serve as the technical expert with knowledge of the business rules, principles and practices supported by the systems.
G. Perform other duties as assigned.
