The Safety Coordinator provides safety services and oversight for assigned areas of the refinery. The position approves all high-energy hot work permits and initial confined space entry permits and supports incident investigation for all incidents in their areas, as well as other areas as requested. The Safety Coordinator champions incident reporting and action item completion in their area through use of the incident management software and area meetings. The position performs ongoing audits of work permits and conditions in assigned areas. The position is responsible for providing subject matter expertise on assigned procedures. The position is responsible for delivering safety-related training as needed and supporting turnaround work, including supervision of Turnaround Safety Coordinators.

High school diploma or equivalent plus Shift Supervisor experience and ten (10) years of experience in Operations or Maintenance.
Bachelors degree in Safety or related field plus five (5) years safety experience in a refinery/chemical plant environment.
Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)
ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

*Must have current valid drivers license.*
*Provides safety expertise and oversight for area of responsibility through regular field presence. This includes observance of jobs in progress compared to posted work permits and taking actions necessary to correct any deficiencies or misunderstandings of CITGO safety procedures. Also assists in issuance of initial Confined Space Entry Permits, participates in group safety audits, and responds to the field to investigate safety concerns reported by CITGO or contract employees. This includes providing oversight and coordination of Turnaround Safety Coordinators and providing an even greater field presence during turnarounds.
*Participates in planning meetings and related activities to provide safety expertise to help pre-plan turnarounds or jobs presenting high hazards or special safety challenges. Acts as an arbitrator on the intent of safety procedures or safety practices recommended by the safety department. Also is called upon to participate in meetings and/or review projects within area of responsibility to ensure that safety and health matters are given due consideration.
*Becomes thoroughly familiar with the details surrounding each safety incident occurring within area of responsibility. Tracks accident/incident reporting process for incidents in area and ensures adequate reporting/investigation and follow. Participates, as requested, on formal incident investigation teams and/or provides data or testimony to such teams then called upon.
*Conducts formal audit of work permits written within area of responsibility on a monthly basis. This includes compiling the data, entering into a common data bank, and producing a monthly report of results to management.
*Develops or contributes to the development of training sessions or programs on a variety of safety subjects. Acts as presenter of live safety training in both large formal safety meetings or small informal safety huddle groups, as requested.
*Participates as a member of CITGO CCR's Emergency Response Team and will respond to all Level 2 and 3 events, and Level 1 events, when required.
*Acts as champion or subject matter expert on assigned safety procedures, including review and gaining approval per ADM-001.
