DNV GL - Global Shared Services' North America Finance group is seeking a Cost Accounting Standards (CAS) Reporting Compliance Manager whose primary responsibilities will be for all aspects of compliance with the Federal Acquisition Regulations (FAR), applicable FAR Supplements, and Cost Accounting Standards (CAS) in support of federal projects within our Oil & Gas and Energy business areas.
***This position is based in DNV GL's North American headquarters in Katy, TX, just outside of Houston. Relocation assistance will be provided for applicants who may require relocation. ****
Tasks May Include
+ Implement and monitor on-going cost accounting compliance including performing pre-assessments to ensure the requirements have been met and appropriate feedback has been provided to the process owners and/or responsible parties
+ Compute and monitor indirect rates for pricing (based on budget inputs and year-to-date actuals) and year-end (based on actuals incurred)
+ Reconcile General Ledger accounts and cost pools (e.g., payroll, timesheet and project costing)
+ Assist in price proposal preparation
+ Prepare contract invoices
+ Prepare for and support audits performed by Government auditors including proposal, contract compliance, financial (including indirect rate reviews) and business systems audits
+ Develop and maintain Federal Acquisition Regulations (FAR) / Supplements to FAR / Cost Accounting Standards (CAS) compliant policies and procedures including CASB Disclosure Statements, where applicable
+ Support ad hoc financial analysis on USG contracts portfolio and opportunities
+ Liaison with USG auditors and contracting officials
+ Lead on drafting responses to audit results and contracting officials’ communications, where needed, on audit related and FAR/CAS compliant related issues
+ Support the development and refinement of FAR/CAS compliant features of the business systems
+ Bachelor's degree in Finance preferred
+ CPA a plus
+ 8+ years of Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) related experience required with thorough familiarity of the regulations, standards, applicable agency supplements, and DCAA Cost Accounting Manual (CAM)
+ ERP experience required; Oracle R12 preferred
+ General Ledger accounting experience preferred
+ Awareness of 2 CFR 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards a plus
+ Ability to research FAR/CAS compliance issues with applicable regulations and laws to formulate recommendations to management
+ Ability to work autonomously displaying initiative in dynamic environments
+ Strong written and verbal English communication skills
