**IT Data Management (Journey) COVID-19 Project**

The Office of Applications and Data Services provides high-quality technology services by developing and implementing reliable IT systems, providing and supporting mechanisms for collecting, managing, and presenting data to ultimately maximize its usefulness for public health decisions and business functions.
As a Business Intelligence Data Specialist, you'll be part of a team that is responsible for the implementation and management of various systems and the data that supports the Department of Health and statewide response to the COVID-19 pandemic. The impact is to the general public, local health jurisdictions, laboratories, hospitals, clinics, and the Centers for Disease Control and Prevention. The team will be working with various vendors and other state agencies as necessary to support this work
These positions report to the agency's data pipeline engineer in support of our COVID-19 data visualizations and business intelligence instances. Supporting MS Power BI platformed data and dashboard and the methods used to transport the data from our operational data stores to the reporting and visualization data environments, these positions will have the opportunity to work with multiple lines of business and technologies to accomplish program goals.
You'll work to understand the agency's COVID-19 data, business processes, strategic direction, and impacts they have on internal/external stakeholders and the internal organization. This understanding is used to ensure the current state of data engineering within the agency is kept manageable and identifies and guides agency efforts while ensuring data pipelines evolve in response to business solution needs (planning, analysis, design, configuring, and problem-solving).
You'll partner with other technical teams, business analysts, and software engineers to develop the processes that capture, organize, and routes data so that it can be used to gain insights important to business through the reduction of data points that may not be relevant. These positions utilize a customized combination of software technologies, tools, and protocols to provide automation for the management, visualization, transformation, and movement of data from multiple resources according to business goals.
These positions are responsible for the implementation and ongoing processes (applications of the pipelines) that create, maintain, and improve the insight into real-time trends by leveraging functionality provided by business intelligence (BI) and analytics tools. This work provides benefits through the reduction of effort to conduct analytic work and removing data noise that may be unnecessary to a team or project. The software technologies and protocols also combine data from multiple sources for holistic and sensible analysis while bolstering security by restricting access to data sets.
These positions also create and maintain automated data processing products that minimize slow-downs and vulnerabilities associated with the various stages of data intake and movement. These processes encompass data being copied, moved between storage repositories, reformatted for each system, and/or integrated with other data sources. You'll be responsible for combining tools to connect various cloud, on-premises, and hybrid software applications and data sources in a manner that greatly diminishes obsolescence.
You'll have the opportunity to work with other BI data Specialists, Business Subject Matter Experts, and application developers to convert operational capabilities. This position possesses a level of technical data knowledge and experience across a wide array of products and technologies. These positions will understand how to apply technologies to solve data problems and can build large-scale data processing systems. Data specialists develop, maintain, test, and evaluate data solutions. They provide input on the needed hardware and software to the architects.
This recruitment will be used to fill three (3) journey-level IT Data Management project positions. These positions are anticipated to be funded through December 30, 2022.
The duty station for this position is Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbents are expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval.

**Required Qualifications**
We're looking for a team player - someone who has a driving passion for their work and brings humility to their job. Someone that is passionate about working with data and helping our customers use this data to make business-based decisions.
Option 1: A Bachelor's degree or higher in Information Technology program or a closely related field; and four (4) years of professional experience in one or more of the following IT disciplines: Systems development, data administration, database management, or data pipeline engineering.
OR
Option 2: An Associate degree or higher in Information Technology program or a closely related field; and six (6) years of professional experience in one or more of the following IT disciplines: Systems development, data administration, database management, or data pipeline engineering.
OR
Option 3: Eight (8) years of professional experience in one or more of the following IT disciplines: Systems development, data administration, database management, or data pipeline engineering.
AND
Two (2) years of experience in the software development field (may be gained concurrently). Experience must include:
* Experience in the SQL Data Administration at an enterprise level demonstrating the ability to perform SQL Server 2012/2014/2016/2019 database administration.
* Building and maintaining reports in SSRS.
* Developing SSIS packages, Building Cubes and Datamart in SSAS.
* Experience in data architecture, data administration, data analysis, data modeling, reports development, data pipeline development or database administration.
**Desired Qualifications**
* Two (2) years of experience at the expert level in MS Power BI.
* Demonstrated extensive advanced experience using and or managing SQL Server Reporting Services(SSRS).
* Experience developing web-based applications, databases, and visualizations.
* Demonstrated experience working with and implementing Business Intelligence tools such as Tableau, developing, and/or using business intelligence reports.
* Three (3) years of experience working with large-scale distributed systems such as Hadoop/Spark/Storm, data warehousing systems such as Redshift or BigQuery, event brokers such as Kafka or Google Cloud Pub/Sub, and/or databases such as HBase/Cassandra.
* Experience with cloud computing platforms like AWS, Google Cloud or Microsoft Azure.
* Experience building data pipelines at Internet scale (terabytes per day).
