TheNetwork Facilities Engineering Directorwill oversee, manage and direct all functions of and provide leadership for the Network Facilities Engineering Group.Responsible forthe planning, engineering design, construction, and upgrades to buildings, telecommunication huts, cell sites, earth stations, wire centers, switch rooms, data centers and central offices that house fiber, copper, cellular and RF Satellite-based transmission and switching systems, including all power, cooling, heating and ventilating systems within GCI’s telecommunications network
Essential Position Duties of theNetwork Facilities Engineering Director:
Fully own the mission, goals, operations, and results of the department. This responsibility is non-delegable.
Provide strong leadership to the VP direct and indirect reports. This leadership includes generating enthusiasm and shared commitment; identifying and setting new directions; teaching, growing, and empowering; owning outcomes; and leading by example. This responsibility is non-delegable. Specific leadership duties include:
(1) Establishing the vision and tone for the department, consistent with company culture and mission;
(2) Establishing clear goals and performance expectations.
(3) Hiring individuals who can accomplish those goals and meet those expectations, and providing them the open communications, training, tools, and mentoring they need to be successful and develop professionally, and a development path commensurate with capabilities and potential.
(4) Providing clear and accurate feedback to individuals and teams on a timely and consistent basis. Identifying and addressing performance problems early and effectively before they damage GCI’s interests and demoralize other employees. These processes include annualperformance reviews, compensation adjustments, promotions, demotions, transfers, and disciplinary actions up to and including termination.
Departmental and Inter-departmental Coordination –
Responsible for ensuring the Facilities Engineering department provides engineering support to other departments within Network Services as well as other departments under the COO.
Responsible for ensuring Facilities Engineering provides field engineering support for installation crews, and operations crews as required.
Responsible for effective management of department’s annual operating budget.
Responsible for supporting the development of a five-year capital plan.
Responsible for preforming periodic risk assessment of GCI facilities and developing mitigation plans.
Responsible for maintaining the high availability of the network during all capital work.
Technical Oversight –
- Responsible for maintaining the quality and integrity of GCI’s infrastructure for maximum availability and efficiency.
Responsible for Defining and managing the Facilities Engineering Group’s administrative budget.
Responsible for developing, scheduling and implementing annual engineering and construction plan.
Organizational Management –
Provides and manages the staff, organizational \structure, policies and procedures to meet the mission. Responsible for hiring, leading, developing and managing the performance by those reporting to this position; establishes and communicates clear performance expectations, makes recommendations for salary increases. Responsible for recommending and/or approving promotions, demotions, transfers or disciplinary actions up to and including termination. Maintains union free workforce through effective communication and regular feedback to employees regarding their performance and the use of effective performance recognition of groups involved.
Responsible for developing and maintaining the Facilities Engineering Group’s staffing, administrative standards and engineering standards
Responsible for Defining and managing the Facilities Engineering employee training plan

Technical Skills and Abilities
Must possess demonstrated Project management experience or a working familiarity with the project management field.
Must possess familiarity with the design of data center environments, central office environments and wireless and wireline telecommunications facilities.
Must possess familiarity with Bell/Telcordia system detail engineering and installation specifications and requirements for fiber optic, multiplexing, data communication, switching equipment and central office engineering environments. Must possess familiarity with the engineering requirements for rectifiers, battery plants, telco cable management systems, telco space rack layouts, and computer room layouts.
Must possess familiarity with generator, UPS, -48VDC battery plants, and HVAC equipment and the specification and design of such equipment.
Physical Requirements: Office Position: Ability to perform sedentary work. Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Clarity of vision to see near, mid-range, and color.
Working Conditions: Work in a standard office environment. Work hours are generally 8-5, Monday–Friday excepting occasional requirements for after-hours work associated with overtime or with normal network changes to be done in maintenance window periods.
The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs employees may be contacted outside of the normal business hours to respond to the immediate emergency. As such, you will be requested to provide emergency after hours contact numbers, to include your home and cell phone numbers if you have those services.
- Minimum twelve years of engineering experience including five years of experience supervising engineering personnel, professional and non-professional levels.
High School diploma or equivalent required.
Bachelor’s Degree in an Engineering discipline i.e., Electrical, Mathematics, Physics required.
Or, in addition to minimum experience required; a combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis
PHd or master’s degree in relevant field may contribute to professional experience on a year for year basis.
Certifications: Industry specific certifications highly valued. PE stamp is encouraged.
Driving Requirements (if applicable): Must possess and maintain a valid driving license, proof of insurance, and a satisfactory driving record.
