Brief Description Manages the acquisition, deployment, implementation and training of computer systems and communication equipment for emergency operation activities; manages the primary and secondary Emergency Operations Centers (EOCs) during emergency activations; and functions as an emergency management duty officer.
Detailed Description Develops, recommends and maintains standard operating procedures; maintains division plans; reviews and provides technical input for grants; and ensures compliance with regulations and ordinances. Represents the department on local and regional committees and with agencies and municipalities; coordinates, promotes and maintains disaster preparedness and response programs; serves as principal EOC manager during activation; and functions as the emergency management duty officer on a monthly rotating basis. Ensures operational readiness, functionality and continual improvement of emergency management systems and equipment, and related programs, plans and procedures. Manages all automation and communication projects; and coordinates equipment and software purchasing and installation. Notifies staff and agencies of impending events requiring emergency action; coordinates emergency support functions; and manages the daily activities of the EOCs. Develops, implements and supervises training exercises and special events; conducts and supervises educational seminars and expositions addressing preparedness, response, recovery and mitigation strategies. Ensures the maintenance of the departmental website and web-based incident management programs. Researches financial information for budget preparation and participates in budget meetings. Ensures timely acquisition and distribution of incident data. Performs other duties as assigned.
Job Requirements Education and experience equivalent to a Bachelor's degree from an accredited college or university in Emergency Management, Planning, Business/Public Administration, or in a job related field of study. Three (3) years of professional work related experience in emergency management, public administration, emergency response, or in a job related field required. Certification from the Emergency Management Association of Texas (TEM) and/or the Internal Emergency Management Association as a Certified Emergency Manager (CEM) desired. A TEM certification will be required within four (4) years of employment. Requires knowledge of current County, State and Federal disaster preparedness ordinances, regulations and guidelines, and grant programs. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas Driver’s License, with a good driving record. Must be available for 24-hour on-call duty. Standard office environment. Must be able to visit various off-site locations.
