Directs and coordinates the activities of one or more technology specialties in a department. Manages technical, analytical and/or operations staff to ensure optimal day-to-day operating objectives are met while longer-term projects and objectives are attained.
Manages and coaches supervisors, project managers, analysts, and/or operations staff. Oversees staffing, performance management, staff development, salary recommendations, and terminations.
Supports official staff in the effective and efficient administration of the department, which includes:
• planning and ensuring resource alignment;
• developing and monitoring department/section budgets;
• developing and monitoring operational performance metrics; and,
• developing strategic plans to achieve business objectives.
Translates policy decisions from System governing bodies into strategic, business, and automation plans. Ensures department/section processes are efficient and effective, and procedures are up-to-date, relevant, and adhere to compliance standards.
Provides official staff with a variety of written communications including status reports on projects and objectives, presentations, and detailed analysis of technical issues and solutions. Presents technical solutions and project status updates to department and Bank management.
Initiates and supervises feasibility studies on new or improved technologies. Evaluates hardware and software for processing applications and for present and future needs of the organization. Recommends necessary changes or new technologies.
Serves as project leader and/or facilitates team efforts on highly complex System and local projects. Communicates and collaborates across System resources and department functions to resolve complex business and/or technical issues. Provides high level expertise on project management, business, financial, and technological issues.
Maintains a high level of knowledge of technical, operational, and policy issues relating to the industry and provides a high-level of application and/or operational expertise
Serves as a resource and adviser to business areas, information technology staff and FRS business constituents on IT support, services, and solutions.
Performs other duties as assigned.
Bachelor’s degree with coursework in business administration, computer science, management information systems or a related field; or equivalent combination of education and experience.
Minimum 8 years of broad technical experience in one or more phases of information technology and management information systems.
Experience to include technical project management, leadership, supervision or management.
Excellent oral and written communication skills; demonstrated leadership, mentoring, coaching and/or staff development skills; strong interpersonal skills; and demonstrated organizational and planning skills. Excellent analytical and problem solving skills.
Advanced proficiency with standard business productivity applications and software (i.e., Microsoft Office Suite).
Must be a U.S. citizen
