REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)
SECURITY CLEARANCE: Must hold a current/active DoD Secret Clearance
EDUCATION: BA/BS and at least three years of experience in the respective technical/professional discipline being performed with proper certifications required in the Labor Category performance requirements. OR, seven years of directly related experience with proper certifications as described in the Labor Category performance requirements.

EXPERIENCE LEVEL: A Journeyman skill level has the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. A Journeyman typically works independently and applies the proper procedures and processes related to their area of expertise. A Journeyman skill level shall also have the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines.

RESPONSIBILITIES:
All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. Work located on Warner Robins Air Logistics Complex, GA.
Logistics Support Requirements
Logistics Operations
- The Contractor shall provide product support to the PM and Product Support Manager (PSM) for the execution of the PSM’s duties as the Total Life Cycle Systems Manager. In addition, the Contractor shall assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities utilizing DoD, US Air Force, and local logistics policies, procedures, and functionalities, and financial data requirements of acquisition logistics disciplines.
Document Preparation
- The Contractor shall assist in reviewing and making recommendations on revisions of all Integrated Logistics Support Plans (ILSPs), CDRLs, inputs to Program Management Plans (PMPs), replies to Initial Capability Document (ICD)/Capability Development Document (CDD)/Capability Production Document (CPD), Statements of Work (SOWs), and other evaluation criteria/reports.
Meeting Support
- The Contractor shall provide support for program reviews, conferences, and other functions. The Contractor shall provide status and decision information on assigned programs and projects.
Requirements Support
- The Contractor shall assist in: developing integrated support requirements for system and equipment design; developing support requirements that are related to readiness objectives and design; conducting specialized analyses on total life cycle cost, logistics supportability, and warranty; and providing technical assistance and consultant expertise.
Total Life Cycle Supportability
- The Contractor shall assist in performing tasks related to the total life cycle supportability from concept definition and technical demonstration through disposal. These tasks include assisting in the full range of logistics actions required to analyze problems, defining alternative solutions, providing recommended courses of action, and providing written reports.
Studies and Analysis
- The Contractor shall assist in performing logistic studies, resource requirements analyses (manpower, spares, cost, etc.), readiness assessments, cost analyses (including trade studies), total life cycle supportability, and comparative logistics/cost trade-offs of specific problems or areas of emphasis.
Life Cycle Logistics Management (LCLM)
- The Contractor shall assist in accomplishing LCLM analyses. The Contractor shall assist in writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish LCLM.
Product Support Strategy
- The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to develop a product support strategy that builds around the Integrated Logistics Support (ILS)/Product Support and sustainment elements and integrates the acquisition and sustainment phases of the weapon system throughout its life cycle, based on statutes and DoD-directed concepts such as evolutionary acquisition with a spiral development, Performance-Based Logistics (PBL) and Public Private Partnering. The Contractor shall provide support in planning, formulating, editing, developing and publishing finished products, e.g., program documentation, plans, directives, reports, briefings, correspondences and other presentations (technical and non-technical) in the media and format requested.
- The Contractor shall provide support in the following areas:
- recommending program strategy, to include logistics impacts and incorporating PBL and public private partnering tenets where feasible
- monitoring performance goals, parameters, and exit criteria
- developing, advising, and assessing the performance of work done at the depot or Contractor locations and partnering agreements
- assisting in the review of logistics support elements and other logistics related efforts
- identifying and monitoring Mission Partner support and field assessment requirements.
Supportability Analysis (SA)
- The Contractor shall assist in the performance of any related tasks that provide the capability to evaluate support alternatives, perform trade-off analyses between support concepts and between support, design, and operational concepts.
- The Contractor shall provide support in the following areas:
- developing pre and post award documentation for Total Life Cycle Logistics (TLCL) support
- identifying supportability requirements for support equipment and training devices
- evaluating SA studies/plans and recommending changes, improvements, or follow-on efforts
- evaluating the structure and data quality of the logistics support data base,
- accessing and consolidating engineering and logistics data necessary to identify the detailed logistics support requirements
- monitoring SA progress
Logistics Management Information (LMI)
- The Contractor shall assist in evaluating deliverable data products and summaries.
Life Cycle Cost Management (LCCM) Design-to-Cost (DTC)
- The Contractor shall assist in performing any related tasks that provide logisticians the capability to perform all processes, procedures, and techniques necessary to develop an LCCM and/or DTC program, perform operating and support cost analyses, and/or develop a probable cost estimate.
- The Contractor shall provide support in the following areas:
- evaluating LCCM and DTC plans, trade studies, and proposals
- assisting in the assessment of impacts from proposed modifications on LCC
- performing studies (cost benefit analysis, business case analysis, trade studies, logistics supportability studies, cost of operational effectiveness analysis, level of repair analysis, organic versus Contractor cost assessment, annual estimate.)
- evaluating and validating analyses methodologies or models
Instructional Systems Development
- The Contractor shall utilize the Instructional Systems Development method to develop training programs for subject areas.
- The Contractor shall conduct specific training courses on ILS/Product Support, sustainment, and warrant-related subjects.
ILS/Product Support and Sustainment Elements
Integration of Maintenance Planning (MP)
- The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to conduct the orderly arrangement of all maintenance support, including support equipment, to keep systems and equipment ready to perform assigned missions. This includes all levels of maintenance and implementation of those levels using partnering, organic, and Contractor support.
- The Contractor shall assist in defining the process of evolving and establishing maintenance/support concepts, plans, and requirements to be performed during the total life cycle of the system or equipment. The Contractor shall provide support in the following areas:
- performing reliability centered maintenance program analyses, level of repair analyses, aircraft battle damage repair, and other maintenance trade studies
- recommending required maintenance capability for all levels of repair to include calibration concepts, requirements, and plans
- tracking and monitoring weapon system modifications
- performing source of repair assignment process and assisting in inter-service screening
- aiding in the identification of requirements for interim contractor support, contractor logistics support, and post production support
- developing maintenance activation planning and processes
- ensuring provisions are made for survivability, corrosion control, nondestructive inspection, structural integrity, built-in test and performance monitoring, and hazardous materials in addressing environmental logistics impacts
- identifying, quantifying, and assessing the ILS/Product Support and sustainment elements.
Integration of Manpower and Personnel (M&P)
- The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to identify military and civilian personnel requirements with the skills and grades needed to operate and support a weapon system and equipment over its lifetime at peacetime and wartime rates.
- The Contractor shall provide support in the following areas:
- performing suitable analyses such as mission area, comparability, human factors data, workload, manpower and personnel, occupational structure, and task and skill
- developing operator and logistics support manpower requirements
- identifying, quantifying, and assessing the ILS/Product Support and sustainment elements
- accessing the modeling database and performing specified analyses
Supply Support
- The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions, procedures, and techniques necessary to determine requirements to acquire, catalog, receive, store, transfer, issue, and dispose of secondary items.
- The Contractor shall provide support in the following areas:
- identifying spares required for pre/post-operational support phase, including test and evaluation
- developing a provisioning strategy and computing initial, deployment and replenishment requirements
- tracking and monitoring repair of spares (production management)
- determining interim Contractor support and breakout requirements
- incorporating Contractor Supported Weapon System tenets to include financial and support trade-off efforts that affect system readiness and cost
- determining source of supply by assessing alternative supply strategies such as diminishing manufacturing sources
- reviewing provisioning technical documentation for Long Lead Time Items (LLTI) and spares Acquisition Integrated with Production (SAIP)
- recommending release of provisioned items orders
- arranging and supporting provisioning conferences
- reviewing and recommending current/future parts unique identification requirements
- tracking and monitoring delivered spare or repair parts and developing Readiness Spares Package (RSP) date; and
- assisting in the identification, quantification, and assessment of the ILS/product support and sustainment elements
Support Equipment (SE)
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to accomplish all actions necessary to ensure all mobile or fixed equipment required to support the operation and maintenance of a weapon system is provided in a timely manner to the correct location at an affordable life cycle cost.
- The Contractor shall provide support in the following areas:
- identifying, recommending, and tracking delivery of SE
- arranging and supporting SE conferences
- identifying requirements for SE, i.e., software, data rights, computer resources, technical data, support equipment, etc. to include test and evaluation
- reviewing SE recommendations data
- identifying breakout candidates for separate acquisition; and
- identifying, quantifying, and assessing the ILS/Product Support and sustainment elements
Technical Data Management (TDM)
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to acquire in a timely, efficient, cost-affordable manner the recorded information needed to translate system and equipment design requirements into discrete engineering and logistics considerations.
- The Contractor shall assist in supporting an integrated data system that captures and controls the technical baseline, provides data correlation and traceability, facilitates technology insertion for affordability improvements during post-production support, supports configuration procedures and serves as reference for planning the system engineering effort, including technical data drawings, technical and commercial operating and repair manuals, and specifications.
- The Contractor shall provide support in the following areas:
- preparing an engineering data management plan, technical order verification plans, and technical order management plans
- identifying engineering data requirements and data rights claims
- arranging and supporting engineering data/technical order guidance conferences and in-process reviews
- reviewing, tracking, and monitoring verification and delivery of engineering/technical data for manuals
- arranging for printing and distribution of technical orders and updates
- identifying and reviewing deficiencies and engineering change proposals in accordance with the weapons system contract
- tracking and monitoring technical compliance technical orders
Training and Training Support (TTS)
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to manage and integrate the processes, procedures, techniques, and equipment used to train military and civilian personnel to operate and maintain a weapon system throughout the system’s total life cycle.
- The Contractor shall provide support in the following areas:
- integrating task and skill analyses information to define/develop training system requirements
- defining requirements and prepare training development plan to define all training requirements
- defining alternative training requirements to include follow-on crew and support personnel training
Computer Resources Support (CRS)
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to ensure the facilities, hardware, software, and personnel needed to operate and support mission-critical systems are acquired in a timely, effective, and cost-affordable manner.
- The Contractor shall provide support in the following areas:
- preparing the Command, Control, Communications, Computers, Intelligence Support Plan in accordance with DoD and Air Force guidance
- reviewing, tracking, and evaluating computer software development reports, schedules, and other documentation for TLCL
Facilities Support
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to ensure that all required facilities are available to operating forces and supporting activities so that the base, depot, weapon system, and the means for their employment are able to operate as an “integrated system.”
- The Contractor shall provide support in the following areas:
- assisting in conducting site surveys to determine requirements for pre-operational and post operational facilities
- assisting in the preparation of facility requirements plans
- supporting base and depot site activation task force meetings
Packaging, Handling, Storage & Transportation (PHS&T)
- The Contractor shall assist in analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to ensure that all requirements, procedures, processes, resources, design considerations and methods necessary to ensure systems, equipment, and support items are preserved, packaged, handled, stored, and transported properly.
- The Contractor shall provide support in the following areas:
- identifying support requirements to include identification of hazardous materials, conventional munitions, and classified materials
- assisting in the review and development of transportability reports, packaging management plans, transportation data reports, and traffic management plans
- assisting in the review and evaluation of data processed through the container design retrieval system
- assisting in the tracking of total asset visibility requirements
- assisting in the performance of budget calls for second destination transportation funding
- assisting in coordination with other DoD agencies to ensure documentation and clearance requirements are complete
Design Interface
- The Contractor shall assist in accomplishing analyses, writing reports, recommending actions, or performing any related tasks that provide logisticians the capability to relate logistics design parameters to systems readiness resources requirements and support cost. These logistics-related design parameters include reliability and maintainability, human factors, system safety, survivability and vulnerability, hazardous material management, standardization and interoperability, energy management, corrosion, nondestructive inspection, and transportability.
- The Contractor shall provide support in the following areas:
- identifying and establishing system-sustaining engineering processes
- identifying and establishing logistics-related design parameters
- reviewing configuration item specifications
- identifying, quantifying, and assessing ILS/product support and sustainment elements
ILS/Product Support Studies
- The Contractor shall assist in conducting studies into various warranty-related subjects as determined by the USG.
- The Contractor shall provide support in the following areas:
- assisting in the selection and application of cost-effective warranties to individual acquisitions
- assisting in the execution of end-to-end warranty analyses and implementation
- assisting in the preparation of warranty plans
- assisting in the tracking and monitoring of warranties in accordance with the weapon system contract
Acquisition Logistics
Daily Operations
- The Contractor shall perform various tasks related to the planning, development, implementation and management of a comprehensive, affordable and effective systems support strategy.
- The Contractor shall have an understanding of the Air Force’s 12 Product Support Elements (see Product Support Manager’s Guidebook). The Contractor shall provide support with the Transportation Plan development and the Defense Transportation System process.
Life Cycle Management
- The Contractor shall assist with the planning, managing, and coordination of life-cycle logistics support for a major weapon system or subsystem.
- The Contractor shall assist with the planning, managing, and coordinating the total cradle-to-grave life cycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities required to sustain the system fielding.
- The Contractor shall assist with monitoring functional and organization compliance with milestones and performance criteria.
- The Contractor shall assist in the coordination and integration of taskings.
- The Contractor shall aid in the continuous evaluation of the status and effectiveness of program support in all functional areas to ensure support plans and time phased schedules.
- The Contractor shall aid in the identification of conflicting objectives and priorities, analyze deficiencies, and provide recommendations to assist with schedule risk assessments.
- The Contractor shall assist with developing conclusions and providing recommendations on any impending issues and/or potential mitigations.
- The Contractor shall review program documents and shall assist in the assessment of the effects of external actions and conflicting priorities to determine their impacts on the program’s development, production, and integrated logistics support.
- The Contractor shall assist in obtaining agreement on required actions, schedules, and the resolution of conflicts concerning program and/or policy matters.
Logistics Policy and Guidance
- The Contractor shall have a working knowledge of logistics policy and guidance, including Title 10 United States Code Section 2466, Limitations on the Performance of Depot-Level Maintenance of Materiel, as amended by the National Defense Authorization Acts (NDAAs); applicable Air Force Systems.
- The Contractor shall have an understanding of the theories and principles of ILS planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
- The Contractor shall have an understanding of system life cycle concepts and design as they apply to system research, development, and acquisition.
- The Contractor shall have a working understanding of contractual processes, procedures, and technical requirements.
- The Contractor shall assist in the planning, analyzing, and coordination of a system’s, or portion of a major system’s, acquisition and transfer into operational use, to include the following tasks:
- assisting in the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program;
- assisting in the development and analysis of data to determine logistics objectives and goals;
- assisting in the identification of support requirements (including funding, contract development, and other technical support requirements); and
- assisting in the establishment of relationships between participants involved in deploying the plan
Logistics and Maintainability Support
- The Contractor shall have a working knowledge of logistics and maintainability programs to include, but not be limited to, technical evaluation and identification of weapon systems logistics requirements and resources.
- The Contractor shall assist in the development of logistics support and maintainability programs or plans as well as systems acquisition requirements analysis.
- The Contractor shall have an understanding of budgetary or financial analysis and control and lifecycle cost analysis and control.
- The Contractor shall have an understanding of Automated Information System (AIS) hardware and software standardization and compatibility; Product Support; Reliability, Availability, Maintainability and Cost (RAM-C); program test and evaluation; planning and execution; and, Product Support/RAM-C analysis and assessments in supportability planning.
- The Contractor shall assist in the collection, compilation, analysis, investigation, research, and/or application of logistics, maintenance, acquisition or financial data and information.
- The Contractor shall assist in the development, modification, preparation or validation of documentation in relation to automated logistics or maintenance data reporting systems, and management information systems.
Integrated Logistics Support (ILS)
- The Contractor shall assist in the management, monitoring, evaluation, and coordination of ILS implementation.
- The Contractor shall assist in the management and monitoring of acquisition projects throughout their execution.
- The Contractor shall assist in the monitoring of functional and supporting organization compliance with milestones and performance criteria.
- The Contractor shall assist in the coordination and integration of taskings needed for execution from different functional organizations.
- The Contractor shall assist in the continuous evaluation of the status and effectiveness of program support in all functional areas to ensure support plans and time-phased schedules are followed.
- The Contractor shall assist in the identification of conflicting objectives and priorities, analyze deficiencies, and advise the USG of actions needed to ensure projects are kept on course.
- The Contractor shall assist in gathering facts, developing conclusions and providing recommendations for any matter having a significant impact on solutions.
WORKING CONDITIONS:
Travel
- May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities.
- Shall travel unaccompanied and unsupervised.
- All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel.
- CONUS travel requests shall be submitted no later than ten business days prior to travel.
- Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task.
- Shall submit a Trip Report upon return from travel. The trip report shall be submitted within 5 business days of return from earliest date of travel. At a minimum the trip report shall include: name of employee; date(s) of trip; site visited; trip purpose; relevant observations during trip.
- Check for additional OCONUS Travel Requirements for FAR clauses 52.228-3 and 52.228-4 that apply to OCONUS travel.
Office Work Environment
- Work is performed indoors with some potential risks to safety and health hazards related to electronics.
