Collaborates and works closely with USA Center for Strategic Health Innovation (CSHI) stakeholders to design and develop innovative technological solutions to complex healthcare problems; ensures the consistency and sustainability of existing applications by creating, maintaining, and enforcing standards and procedures; oversees and participates in the design and development of custom software applications for CSHI clients; oversees the design and development of actionable reports from healthcare data (claims, clinical, pharmacy, externally sourced) through the use of modern business intelligence and analytical tools; performs liaison duties between users, operations, and programming personnel in the areas of systems design, modifications and trouble-shooting; analyzes, organizes and resolves complex issues on multiple projects, both technical and interpersonal; performs tests and evaluations regularly to ensure data security, privacy and integrity; monitors database performance, implement changes and apply new patches and versions when required; manages database parameters to ensure fast query responses; oversees the development of aggregate health informatics reporting via Tableau and Excel; supervises staff to include hiring, training, assigning duties, checking work, approving timesheets, completing employee evaluations and handling disciplinary issues; coaches and develops the systems development and analytics team to ensure sustainability; attends off site meetings and conferences to stay current on health informatics and related department activities, which may require overnight stays; maintains knowledge of HIPAA law and federal computer security standards; maintains knowledge of programming languages (preferably C-Sharp and PHP); maintains knowledge of current technologies including backup, recovery, security and integrity; maintains knowledge of modern business intelligence and analytical tools (Tableau, Power Bl etc); regular and prompt attendance; ability to work schedule as defined and additional hours as required; related duties as required.
Bachelor's degree in computer science or a related field from an accredited institution as approved and accepted by the University of South Alabama and eight years of experience in information technology, five years of which were in a supervisory capacity. Experience with systems design and development process, including business case development, requirements analysis, testing, installation, data conversion, user training and production rollout is required. Health informatics experience or experience in a healthcare setting is highly preferred. Data security experience is preferred. A master's degree is preferred.
