Minimum 12-15 years prior relevant experience
Bachelor's Degree in Finance, Economics, or related field
Graduate degree in Finance, Economics or other technical field (preferred)
Conducts/directs adhoc research, analysis and reporting
Approves Municipal and Corporate Bonds for Treasury's Investment Portfolio
Monitors daily exposures in the investment portfolio
Ensures timely delivery of Market and Liquidity Risk Reporting for ALCO and Board Risk Committee, and recommends enhancements to reports as necessary
Manages function that monitors daily market risk and liquidity risk positions against internal limits and
Reviews existing policies and procedures, and the models & assumptions used by the five divisions to ensure that they adequately control Market activities within the risk tolerances defined by management.
Recommends improvements to market risk-related policies procedures, models and assumptions to improve efficiency and transparency of the respective activities.
Represent the Risk function in all Market Risk-related regulatory exams/reviews and Inspection audits
Credit Risk- Synthesizes market data and internal portfolio data informing a credit outlook. Ensure this outlook is communicated and discussed with both risk and line of business executives. Guides senior management towards applying a singular view on credit that will improve internal consistency in strategic decision making.
Identifies emerging risks and recommends/implements transactions (both in cash and synthetic markets) that reduce risk or enhance return relative to risk within the portfolio.
Develops core set of surveillance tools to identify deteriorating portfolios, excess concentrations and low risk-adjusted return positions.
Assists in the development and/or maintenance of risk appetite limits
