Under general supervision of the Sr. Manager of IT, analyze, design, install, configure, maintain and repair the network infrastructure and application components. Perform a wide variety of evaluation, maintenance, installation and training tasks to ensure the computer network performance meets company and user satisfaction. Provide direction, information, and recommendations regarding network configurations and installations. The Network Engineer will be responsible for monitoring the network firewall, assessing the functionality of the network routers, ensuring all Internet security software is updated regularly, and maintaining the company phone system. Maintain accurate documentation and drawings, for all network infrastructures. Activities include working with other departments and outside agencies to meet the goals and objectives of the Authority.
Maintain a thorough understanding of the basics behind the Internet and its workings (DNS, Security, IP Routing, HTTP, VPN, Email Routing, Spam, firewall, etc.)
Configure and setup Cisco Routers, Switches, VPN’s, and Security appliances for access to vital business applications
Design, setup and configure complex switching environments
Design, setup and configure complex wireless networking that supports open or secured access and the ability to support voice and video applications
Maintain a thorough understanding of Local Area Networking
Assist in the design of multi-server environments including IP address schemes, DNS, WINS, Ether-Channel, iSCSI, routing protocols, etc.
Configure and install client and server network software for upgrading and maintaining network and telecommunication systems
Maintain multi-site network operations and software applications, operating systems and regular maintenance with both private and public facilities
Manage assigned projects and program components to deliver services in accordance with established objectives
Respond to inquiries from staff, administrators, service providers, site personnel and outside vendors and etc. to provide technical assistance and support
Administration of systems and servers related network to ensure availability of services
Troubleshoot malfunctions of network hardware and software applications, telephones and security systems to resolve operational issues and restore services
Maintain the agency’s phone system including configuration, documentation and troubleshooting and work closely with the phone service provider to keep the lines active. Includes fax applications and public address system.
Knowledge of wireless protocols. Ability to design, configure and troubleshoot various types of wireless access points and devices
Knowledge and ability to install and maintain networking cabling solutions. Cat5, Cat6, fiber, and fiber channel solutions
On a day to day basis, in addition to the primary duties, must be able to support users with hardware and software issues, on PC’s, servers and networking equipment
Understand and support various software applications with users. Support Auto Vehicle Location (real time and IVR) systems. Servers, Printers, scanners, presentation, and security systems
Monitor computer network for security threats or unauthorized users.
Analyze security risks and develop response procedures. Maintain firewall and intrusion detection/prevention systems.
Ability to budget, design, procure and report on networking systems.
Education: Bachelor’s degree in Information Systems, Network Engineering, or related field from an accredited college or university or an equivalent combination of education and experience. Education may be substituted at the rate of two years of relevant professional experience per one year of education (e.g. Associates Degree plus four years’ experience; or no degree and eight years’ experience)
Experience: Prefer 2 years of professional network and some systems engineering experience.
Certifications: CCNA (Cisco Certified Network Associate), CompTIA, preferred.
Knowledge, Skills, and Abilities
Knowledge of: A wide array of networking and telecommunication equipment, including PC based systems in a network environment Both LAN and WAN technologies, and the integrations of both. Knowledge of various operating systems and hardware platforms, used in a network environment. Detail knowledge of hardware and software on PC’s, Server’s, wireless devices, printers, and other networked devices.
Skilled in: Use of personal or system computers; application of hardware/software systems to user needs; providing problem resolution to design and/or operating problems; train users on computer network and telephone system operations.
Abilities: Communicate both orally and in writing; develop and maintain effective working relationships with staff; work independently and handle many projects simultaneously; operate modern automatic and mechanical accounting equipment; and utilize both personal and networked systems computers.
