Procurement Manager/IT Category Manager
Location: Washington DC
Duration: 6 month + contract
Rate:: $55/hr on c2c

Looking for someone that has a commercial IT procurement background.
1. Lead multiple simultaneous; enterprise strategic sourcing initiatives (RFI/RFPs/RFQs/RFx) and supplier negotiations for technology products and services to include cloud services and platforms, software applications & licenses, hardware, maintenance and professional services.
2. Gather stakeholder and business requirements to ensure sourcing solutions meet business needs
Contribute to implementation planning and change management initiatives.
3. Provide rigorous analysis of spend data and collaborate with client business units to prioritize and launch enterprise sourcing initiatives.
4. Ensure technology products and services are purchased in the most cost and time efficient manner.
5. Leverage sourcing tools and technology platforms when/where appropriate.
6. Develop and execute implementation plans to ensure sourcing benefits are fully realized.
7. Negotiate and prepare contract documents for signature and complete signature process including preparation of executive summary.
1. Complexity: The complexity in this role comes from the large size of the annual spend to be managed, the fact that it is spread over multiple internal departments and stakeholders, and the large supply base in place to support all of the needs of the business. Additional complexity is present from the short turn-around times required in some situations, and resource constraints during peak periods of activity. Good judgment and a high level of personal responsibility and accountability are a must.
2. Interaction: This role will occasionally interact senior leaders, but will primarily interact at the level below that (with key lieutenants). The individual in this role will have to spend a significant amount of time with key stakeholders to establish an understanding of business needs, build key personal relationships, and establish credibility.
3. Impact: An effective leader and subject matter expert in this role will both directly and indirectly impact improved compliance with company procurement policies and procedures, and our ability to bring more spend under procurement management – which both reduces risk to the enterprise and ensures we maximize our resources (better results at a more competitive cost).
The ideal candidate for this role will possess a college degree, with an MBA preferred, and 5 or more years of relevant procurement experience – preferably with the majority in the private sector, with more than $50 million in managed spend. They must understand enterprise category management concepts and frameworks. The candidate must show demonstrated leadership and a customer service mindset, and a deep understanding of both the source-to-contract and procure-to-pay segments of procurement operations. They need to have experience working with one or more e-procurement technologies, and be adept at leading and managing sourcing events including creating sourcing documents (RFx, evaluation matrices, souring plans, kick-off decks, etc.) and negotiating technology purchase agreements. Experience negotiating with major IT providers such as AWS, Sales Force, Oracle, Microsoft, etc. Demonstrated experience and understanding of IT professional services, SaaS and enterprise cloud migration strategies, software licensing, hardware and maintenance buying strategies. Additionally, the candidate must demonstrate strong analytical skills and comfort with data manipulation and analysis. Key competencies include: leadership; subject matter expertise in the IT category; deep strategic sourcing and contract negotiations experience; relationship management skills and executive presence, and; both analytical and strategic thinking.
