Serves as project, program, and/or portfolio manager for the coordinated management of multiple projects including summarizing overall status for multiple projects. Directs, coordinates and monitors all activities for a variety of large, highly-integrated and complex programs or projects related to new products, services, web solutions or automated systems implementation with significant FRS or Bank-wide impact.
Demonstrates strategic thought direction and leadership in addressing unique or complex situations that impact the related project(s), programs or portfolios.
Monitors developments and best practices in the internal/external business environment, FRS, and regulatory matters. Anticipates potential challenges, including internal and external business challenges and regulatory issues. Advises and recommends appropriate realignments to programs, projects, portfolios, processes, training, resources, products, or services.
Consults with all levels of Bank and FRS management, staff and customers on services, products and automation or systems solutions for business problem-solving and decision-making. As needed, provides the translation between the technical automation or systems solution and business line processes.
Provides tactical and strategic options and project or portfolio recommendations as input to applicable project governance groups. Develops project agreements or charters based on requirements, risk and complexity of potential solutions, and creates project plans accordingly. Ensures all of the project`s technological requirements and objectives are correctly gathered, understood and properly translated for implementation. Ensures agreement from project sponsor(s) and stakeholders is received for initial scope, budget and schedule and any changes throughout the project life-cycle.
Plans, coordinates and monitors all stages of project management including initiation, planning, execution, implementation and closure, ensuring compliance with System and industry standards, methodologies and guidelines. Ensures timely delivery of necessary artifacts throughout project and/or program lifecycle. Directs all aspects of the project or program team, including assigning individual responsibilities, tasks and technical functions. Identifies the project`s/program key success indicators and manages the work within scope, quality, time and cost constraints. Manages to successful outcomes through identifying and addressing issues and risks. Acts as technical subject matter expert with broad knowledge of related disciplines.
Serves as a key liaison between project/program team, vendors, Bank and FRS management, and business line users. Plays a primary and influential role in FRS workgroups. Coordinates the implementation, training and documentation of related procedures. Routinely prepares and delivers written and oral communications, including presentations to Senior Management.
Provides consistent and comprehensive project/program status reports, updates and on-going cost analyses. Evaluates completed projects/programs in comparison to cost/time projections. Generates timely and appropriate communications, develops, produces and/or delivers organizational and enterprise-level presentations, views, and reports related to project/s and/or programs. Ensures that programs and/or projects conform to standards such as technical, quality, timeliness, and cost, as well as to relevant FRS policy, governance, guidance, and frameworks. Monitors and reports on progress, performance, and status.

Coordination of all testing activities across the Treasury business line and between partners.
Creation and oversight of the Master Test Strategy, Defect Management Plan, Quality Assurance Plan, Sub-Release Test Plans, consolidated defect and testing reports, graphs and communications.
Identifies, develops, and implements plans to ensure all responsibilities, including goals and objectives, budget targets, and performance metrics are met.
Ensures staff understand and remain appropriately focused on assignments and tasks.
Prioritizes workflow of staff to ensure efficient utilization of resources and completion of work, develops standards and policies, and reviews written reports, papers, and correspondence for accuracy, consistency, style, and clarity.
Leads project work of varying complexity and priority. Actively participates in, or leads, workgroups and meetings.
Interacts with management to resolve escalated issues and/or provide recommendations related to business and technical concerns.
Demonstrates support for, and ensures compliance with, Treasury, Bank and System policies and procedures.
Identifies risks in the activities of projects and leads technical and operational improvements to minimize risks.
Effectively delegates assignments to provide reasonable challenge and developmental opportunities for supervisors and staff to strengthen depth and breadth of knowledge.
Facilitates delegated assignments by defining parameters, balancing business priorities with individual workloads, and removing barriers.
Attracts, motivates, and retains strong performers. Reviews resumes, conducts interviews, and selects hires based on evaluation of candidate fit. Provides timely and effectively coaching and feedback on staff performance and development issues. (This position does not have direct reports.)
Bachelor`s degree or equivalent combination of higher education and/or experience. Bachelor`s degree in Business, Computer Science, or related field, preferred.
Minimum 10 years of direct work-related experience in automated systems, systems development, and/or an information technology environment, or equivalent combination of related higher education and experience.
Experience managing large scale IT projects.
Ability to effectively facilitate and summarize meetings.
Strong oral and written communication skills, gearing communications to the level of the audience.
Must be a U.S. citizen or lawful permanent resident alien with at least three years of legal residency.
