Job Title:EHS-CCP Quality Monitor
Site/Program:Early Head Start – Child Care Partnership
Reports To:Child Care Partners Supervisor
Reporting to the Early Head Start-Child Care Partnership (EHS-CCP) Manager, the Quality Monitor willprovide ongoing monitoring and quality assurance to assure local, state and federal guidelines are being met and exceeded in the basic functional areas of safety, health, nutrition, learning environment, development of physical and intellectual competence, language development, social and emotional development, special education and family support, within EHS-CCP programs.Working in partnerships with the Head start/Early Head Start staff, the Quality Monitor will ensure that Head Start Performance Standards are met and exceeded.
The Quality monitor will work closely with the Pacific Clinics Compliance department to ensure that agency standards of compliance are met.
ESSENTIAL DUTIES AND RESPONSIBILITES:
·Conducts ongoing monitoring by utilizing the Quality Assurance for Monitoring (QUAM) tool (internal compliance tool) to ensure partners are up to date and in compliance
·Provides scheduled daily, weekly and monthly monitoring of partner centers and FCC homes.
·Provides monitoring and quality assurance analysis to ensure high quality programming and service delivery systems using a variety of quality measurement tools.
·Performs site inspections in association with applicable state, federal and local policies and performance standards including compliance with the USDA Guidelines, Playground Guidelines, Head Start Performance Standards, and California Community Care Licensing requirements.
·Collects, prepares and submits data and reports according to established schedule.
·Assists in the compilation of data for monitoring all service areas.
·Assist in the preparation of monthly and other reports by providing input on progress indicators and outcomes, as required by federal performance standards.
·Participate in program evaluation activities.
·Work closely with partner organizations and others to ensure all center materials and resources respond to the cultural and linguistic diversity in the EHS and Child Care Center communities.
·Insures the proper maintenance of records at program sites.
·Utilizes data systems and software to develop reports, analyze data and evaluates programs.
·Performs activities designed to validate/verify the data entered into Child Outcomes Program Assessment (COPA) child and family tracking and data systems.
·Conducts staff and parent interviews to ensure performance standards are met or exceeded.
·Provides feedback, including technical assistance, regarding quality programming, compliance and corrective plans of action.
·Assists with program self-assessment process.
·Responds to requests for information and assistance. Communicates effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.
·Exercises independent judgment to interpret and apply proper regulations and guidelines.
·Work effectively with low-income families and parent groups.
·Insure program compliance with local, state and federal regulations and standards.
·Reports to work on time and maintains reliable and regular attendance.
·Models Pacific Clinics’ approach, mission and core values in all communication and correspondence.

EDUCATION and/or EXPERIENCE/POSITION REQUIREMENTS:
·One (1) year experience that includes working with quality assurance/monitoring methods, principles and practices, dealing with the problems of young children and their families. ·Demonstrated ability to work in windows environment (including Word and Excel).
·Knowledge of Head Start, Early Head Start and State Preschool programs and functions;
·Knowledge of techniques, methods and standards for sample collection, handling, quality assurance.
·Knowledge of and experience with the infants and toddlers, Early Head Start program, child care programs and systems, Head Start Program Performance Standards and early childhood partnerships at state and local levels, preferred.
·Knowledge of program evaluation and monitoring;
·Knowledge of problems and needs of low-income families.
·Knowledge of community relations and capacity building.
·Must possess a valid California driver's license and maintain an insurable driving record under Pacific Clinics' liability policy.
While performing the duties of this job the employee is frequently required to stand or sit. The employee is required to use hands to produce records and/or documentation in manual or electronic format. The employee must regularly lift and/or move up to 5 pounds and occasionally move or lift up to 10 pounds.
