Support Charter by attaining the legally required documentations for commercial and retail building entries (known as Right of Entry or “ROE” or Grant of Easement "GOE" agreements) from property owners and/or property management. Required to be a team player, ROE/GOE subject matter expert (SME), and key business liaison with building ownerships and property managements within assigned territories.
MAJOR DUTIES AND RESPONSIBILTIES
Actively and consistently support all efforts to simplify and enhance the customer experience.
Receive ROE/GOE attainment requests with all needed Property Owner contacts information.
Research and identify Property Owner type, any prior Enterprise relationships and contact Property Owners requesting that a ROE or GOE be signed.
Prepare ROEs and standard form GOEs that account for all negotiated terms as agreed to with property owners. For GOEs obtain all required notarizations.
Encourage the use of the enterprise standard form ROE or GOE (its “paper”) in lieu of Property Owner License or Easement agreements that tend to be unnecessarily complex and time consuming to use and negotiate.
When Property Owner ROE “paper” use is required conduct a "redline" of the ROE to show all required changes needed to make it acceptable for management to sign.
Obtain from various KMA Construction teams Scopes of Work (SOWs) and from Risk
Management Certificates of Insurance (COIs). Prepare ROE or GOE that is ready for Property Owner signature. Send to Property Owner requesting signature and follow-up for response and execution of ROEs/GOEs.
Administer the completion of standard form ROEs/GOEs.
Ensure assigned ROEs/GOEs meet all enterprise established completeness guidelines and are ready for signature.
Arrange on-site due diligence site surveys of ROE/GOE locations and ensure that all required Exhibits, SOWs and COIs, legal descriptions, etc. are completed properly.
Track ROE, GOE, SOW and COI completions.
Ensure that COIs and SOWs are sent in a timely manner to Property Owners to avoid any construction delays.
Ensure that ROEs have required enterprise Risk Management insurance provisions.
Ensure that all ROE/GOE payment obligations are preapproved, assessed against Return on Investment (ROI) requirements, tracked, accounted for and data entered into database systems.
Establish the financial systems and required accounting set-ups to ensure accurate and timely fulfillment of all payments. Ensure that enterprise does not default under its agreed-to ROE/GOE financial obligations.
Ensure that ROEs and GOEs are properly and accurately entered into the ROE/GOE database systems and uploaded into Salesforce and OnBase.
Track and report on all assigned ROE or GOE deliverables, update status reports and operational audits.
Maintain a database of all Property Owners (with up-to-date contact information) within assigned territory(s).
Escalate, as necessary and appropriate, ROEs or GOEs to management, Enterprise Contracts Management, Risk Management, Sales and Construction (“Enterprise ROE Decision-Makers”) ROE issues for quick resolution to ensure timely execution of ROEs. Track, monitor and report to management the progress and resolutions of all such issues.
Prepare an Executive Summary each time a ROE has terms and conditions that fall outside Enterprise ROE policies.
Work with Sales to ensure that enterprise customer relationships remain positive, Sales targets and ROI expectations are met, and that customer ROE support is fully and effectively engaged.
Work with Account Executives (AEs) and Account Coordinators (ACs) to leverage customer interest in order to garner building access tenant support.
Maintain knowledge and understanding of Enterprise ROE/GOE Policies and Procedures.
Monitor and police the compliance and fulfillment of all associated standards, requirements, policies, procedures and practices.
Ensure that all required ROE approvals have been obtained.
Recommend to the ROE Manager improved ROE/GOE acquisition processes, “best practices” and improvements to Charter’s standard form ROEs/GOEs and its “off the shelf” preapproved provisions that are designed to quickly resolve any property owner issue and concerns.
Work collaboratively with in-house and contracted professionals representing Enterprise Sales, SalesOps, Legal, Risk Management, KMA Construction and Accounting leading to the fulfillment of all sales, ROE/GOE and ROI goals.

Knowledge of the SOW concepts of use, joint-use, joint-build and “make-ready” of utility assets of building entrances, conduits and risers, rights of way, colocation and pole attachments
Basic knowledge of ROE/GOE requirements and concepts
Ability to interpret and analyze information
Paralegal skills and good business judgment
Must be proficient in MS Outlook, Word, Excel and Power Point
Must be willing to travel both within assigned territory and outside as needed
Ability to negotiate ROEs and GOEs.
Bachelor’s degree or equivalent combination of education and experience (Real estate, Right of Way, Utility, Legal, Marketing, Business, Paralegal studies)
