Job Description
CCI has a Client who is seeking Contractors interested in developing a prototype for Phase 1 of an Agriculture Information Management System (AIMS) lands using the Salesforce platform.
If the prototype is successful, the Agency may elect, at its own discretion, to implement and even build on some of the configuration developed during Phase 1 to further implement AIMS functionalities (Phase 2, 3 and 4).
Client is responsible for managing over 1.1 million acres of Trust Lands and water resources available for lease for agriculture and grazing activities. The core of the programs business activities revolves around the management and administration of more than 1,600 active leases, a diverse water portfolio, and a commodity program.
Client agricultural lease process consists of many interrelated or loosely related sub-processes contained within a complex environment. Much of the complexity is due to statutory requirements and factors outside of Client control. Parcels have numerous improvements, buildings, crops, water rights, grazing, and much more contained within them that must be tracked, reviewed, documented and/or measured. Leases themselves are complex legal documents that require multi stage approvals, careful construction, and communication with outside parties. While there is inherent complexity, the process in use today adds complications of its own, which have grown over time:
+ Several independently designed and developed enterprise systems, which act as data silos.
+ Complex workflows orchestrated via spreadsheets and email as the primary tracking, status and notification tools.
+ Lack of process uniformity across regions.
+ Lack of overall visibility at every level.
To implement a streamlined Agriculture Information Management System (AIMS), the Program needs to implement document management best practices, automate document generation through leveraging existing corporate databases, provide solutions for managing a water portfolio and a commodity program, and integrate the various business activities within a unified environment to address workflow challenges.
The Program envisions the software solution:
+ To be built on the Salesforce platform - a cloud based solution.
+ To be highly configurable and require minimum custom development.
+ To connect and consume data from DNR's corporate databases (Oracle, SAP).
+ To leverage the Environmental Systems Research Institute (ESRI) technology to view and query spatial information.
+ To be compatible with mobile technology (Android, iOS) to support field based data collection associated with site inspections in a disconnected environment (data syncing features).
Scope of Work
This project is divided into four separate and distinct phases, each with its own set of objectives and deliverables. As each phase concludes, detailed objectives and deliverables will be re-adjusted based on the previous phase's accomplishments.
Phase 1: Prototype Development
Software prototyping is the activity of creating a version of a segment of the software being developed. It is expected that the Contractor will implement a working prototype as a proof-of concept to demonstrate how the proposed technology and solution can be used to develop AIMS.
The DNR and the Contractor will work together to select a subset of functionalities listed in Appendix 1 for Module 1 and 2 to implement into the prototype.
Phase 2: Module 1 and 2 Implementation
This phase is considered the Core Modules of the system and is contingent on the outcome of the Prototype Development in Phase 1. They represent the largest win for DNR since their implementation brings modern best practice based content management and business process workflow capabilities to a largely manual and ad-hoc process. They also form a foundation for future efficiency work within Agency.
Module 1. Content Management, Storage, and Contract Document Automation
To be built on content management best practices and leveraging modern tooling to provide an enhanced user experience. The module contains three parts: Content Management, Content Storage, and Contract Document Automation. Working documents associated with parcels and contracts will be housed in a central unified database accessed through a web based interface. Database will allow users to search and retrieve information relevant to active contracts and enter information to progress through the contract administration and management lifecycle. A document automation feature will allow users to create contract documents based on a user generated library of contract provisions (parts) with configured security around parts to allow or prevent modification. Contract documents will be automatically generated by a user based on associated lease type populating with Metadata entry and/or data existing in NaturE, selecting unique parts, populating data object fields, and automatically generating the contract document. Maintenance, editing, and construction of contract provisions, and data fields necessary for metadata entry will be easily configurable inhouse by the system administrator.
Module 2. Workflow Routing and Filing
Module 1 and 2 combined will replace many manual processes, allow for work to be conducted in the field within a mobile environment, provide connectivity across the Programs business processes, and ensure correct links and relationships between all documents and user interactions that make up a lease file will be managed together as a set. The combination of data and relationships that make up the data model is core to providing increased visibility and search functionality the Program desires. The solution will replace the need for staff to maintain spreadsheet based personal tracking mechanisms existing independent of the business enterprise requiring redundant data entry. The module will address tracking to show document location, at-a-glance dashboards of work queues, and task lists. The solution should provide modern workflow rich functionality, complex participant chains, audit trail, sending work "backwards" for corrections without rejecting outright, version control, implementation of deadlines, reminder system, actionable e-mail notifications, parallel assignments, random QA checks as well as electronic signatures.
Phase 3: Module 3 Implementation the Commodity Management
The Commodity Program process is a combination of several different business activities such as procurement, logistics, accounts payable, and accounts receivable. The commodities management process is largely created in-house and does not provide visibility into the process for effective means of reporting on the transactions and data therein. Management challenges arise because the program blends areas such as creation of suppliers, creating invoices, and paying invoices which are traditionally managed by different levels of authority. Module 3 will address the core inventory and sales of commodities by moving away from a spreadsheet-based approach isolated from the business enterprise with a solution that will allow greater controls and visibility into the process. Much of the work in the commodities program is orthogonal to the work on agricultural leases. For those areas where close involvement with the lease process is necessary, this module will integrate with Module 2 to allow for commodity staff involvement as needed in the process. During design and implementation of the Module 2, the participation of the Commodity Specialist should be included as work performed in that module.
Phase 4: Module 4 Implementation of the Water Portfolio Management
Water portfolio management considerations are similar to the commodity program process wise. While water portfolio activities are included in the lease management and administration process itself, there are many other actions associated with water that may happen at any point during the lifecycle of the lease as well as activities that happen independent of the leasing process. Current management process involves a hybrid use of spreadsheets, SharePoint, and physical files. The Program utilizes existing outside databases administered through the Washington State Department of Ecology. These databases are integral for the management of the water portfolio, The Water Program module consists of two parts, mobile data collection and database management for tracking/reporting.
Qualifications
+ A minimum of three (3) years of recent experience with advanced technical architecture for complex Salesforce development.
+ A minimum of three (3) years of recent experience and demonstrative knowledge, skills and abilities developing and implementing workflow, document automation solutions and electronic signature using the Salesforce platform.
+ Recent experience with integrating DocuSign and Conga Composer (or similar).
