Description of Job
The Colorado Department of Transportation (CDOT) is filling a Senior Business Analyst in the Program Management Office (PMO). The Program Management Office serves as CDOT's business champion for project management systems and tools and is a critical element in the implementation of processes and policies to provide uniformity and consistency in CDOT's project management, and ultimately project performance toward portfolio and program level objectives, at CDOT.
This position provides statewide leadership in the development and implementation of methodologies for extracting data from various software and data systems, providing data analytics that measure performance, and making strategic recommendations to ensure the delivery of state wide quality outcomes in the accomplishment of CDOT’s construction program, including budget and schedule objectives. This position requires expert fluency with Microsoft PowerBI, Access and Excel.
Major duties and responsibilities include, but are not limited to:
+ Serves as a statewide strategic resource with extensive experience in all aspects of planning, scheduling, and cost management in support of aggressive statewide program delivery goals.
+ Applies complex data analytics, developing program and project level analyses, summarizing and trending results, and providing recommendations for measuring and tracking accomplishment of CDOT’s goals and objectives to executive management.
+ Provides technical support to the Director of Program Management, the Chief Engineer, Office of Financial Management and Budget (including the Chief Financial Officer) and engineering regions to implement and operate program management for CDOT.
+ Supports, develops and implements the framework to collect information to summarize project schedules, budgets, and expenditures at the statewide level.
+ Supports the preparation of monthly and periodic reports for executive management and the Transportation Commission.
+ Serves as the lead CDOT expert to develop and implement project management data systems, tools, policies and procedures critical to the implementation of uniform and consistent project management in support of program management.
+ Assists both Headquarters and Region staff in the development, implementation, and management of project schedules, milestones, cost estimating, fund and budget management.
+ Updates existing policies and procedures for use statewide.
+ Supports the development of CDOT program/project management culture by disseminating information, developing guidance and templates, and providing training and assistance to implement state-wide standard tools, data systems, and reports.
+ Serves as a statewide strategic resource for Headquarters and Region personnel and provides technical expertise and training on scheduling, earned value management principles, and software tools.
+ Leads the development and use of project schedules and earned value principles including measuring the progress of project and program against baseline schedules and cost estimates.
+ Serves as the CDOT lead expert to develop, gather, and facilitate statewide implementation of best practices for program/project delivery and tracking.
+ Researches industry standard practices and procedures, as well as best practices implemented in other state DOTs and as recommended by the Federal Highway Administration (FHWA) and various professional organizations such as the American Association of State Highway and Transportation Officials (AASHTO).
+ Attends training and seminars to keep appraised of new software and tools, industry trends, and recommended practices and/or regulations issued by FHWA or the State of Colorado.
+ Other job duties as assigned.
+ Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
+ Travel required during work hours throughout Metro Denver/Front Range
+ Occasional overnight travel 1-3 times a year throughout Colorado
+ Operates in a politically sensitive environment
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

+ A bachelor's degree from an accredited college or university in Computer Science, Information Technology, Data Analytics, Mathematics, Statistics, Engineering, Engineering Technology, Planning, Finance, Business Administration, Construction Management, or a closely related field. (A copy of your transcript must be submitted to verify this requirement.)
+ AND at least five (5) years of full-time professional work experience in an engineering or construction related business where the primary focus was facilitating data quality and collection, and mining, analyzing and reporting data to inform executive level decision making in a complex program and/or project management context.
Substitution: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience. A Master's degree in Computer Science, Information Technology, Data Analytics, Mathematics, Statistics, Engineering, Engineering Technology, Planning, Finance, Business Administration, Construction Management, or a related field will substitute for up to one year of the required experience.

The Exceptional Applicant will be an experienced Business Analyst and will possess the proven ability or accomplishment in the following:
+ Demonstrated success with the duties listed in the Description of the Job section;
+ Highest work/personal ethics and integrity;
+ Comprehensive, hands-on experience with program management of engineering, transportation, or construction projects;
+ Completion of formal project management training based on the Project Management Body of Knowledge;
+ Project Management Professional (PMP) certification;
+ Public sector project controls experience;
+ Strong working knowledge of SAP as both a financial management system and also as a data warehouse for various types of project and portfolio level data;
+ Experience with project planning, use of the Statewide Transportation Plan, project funding and budget management;
+ Experience developing work breakdown structures for projects and programs;
+ Experience using earned value analysis for projects;
+ Familiarity with CDOT design process, including clearance requirements (e.g. environmental, ROW, railroad, utilities, etc.);
+ Familiarity with highway and bridge construction project delivery at CDOT;
+ Strong ability to clearly present technical information in oral, written, and graphic forms;
+ Ability to work in a highly collaborative team environment across CDOT;
+ Demonstrated experience identifying, developing, and implementing best practices in a large, complex organization;
+ Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
+ Ability to work under tight deadlines and be adaptable to changing assignments;
+ Ability to take initiative to solve problems in an innovative manner;
+ Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;
+ Ability to work with general public, professionals, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments;

+ Expert fluency in Microsoft Power BI, Primavera, Microsoft Office Suite (Project, PowerPoint, Word, Excel, Access), Gmail, SAP, and the ability to quickly learn other software systems.
