Senior Technical Business Analyst – Specialist VII

This position leads the requirements development for applying technology to meet the needs of the Administrative Office of the Courts (AOC). Is responsible for identifying specific business requirements to support technical development within the project teams. Performs feasibility analysis, scopes projects, and works with the project team to prioritizes deliverables, and negotiate on product functionalities. Creates detailed Business Requirement Document (BRD) and translates it into functional specifications. This position also documents functional specifications and system design specifications for user engagements. Models requirements through Use Cases and or User Story boards. Provides analytic support by coordinating data extraction from various databases and data interpretation. Participates in Integration Testing, User Acceptance Testing (UAT) and Functionality Testing. As well as executes and helps improve processes.
The successful candidate must have a Bachelors’ in a related field and at least five years’ experience in requirements gathering, analysis and design required. Directly related experience may substitute for the degree requirement. Requirements elicitation and engineering. This position also requires excellent verbal and written communication, including technical writing skills, analytical thinking and problem solving balanced with strong interpersonal and facilitation skills. The successful candidate also be detail-oriented and capable of delivering a high level of accuracy, have advanced Experience in Excel and Visio as well as intermediate/Advanced SQL writing skills and be familiar with software development lifecycle methodologies (preferably CMMI).
In addition, this position requires a solid understanding of object-oriented design concepts, separation of concerns, dependency injection; and a working technical knowledge of automated software development support tools.
