SPECIALIST FOR EARLY INTERVENTION / EARLY CHILDHOOD SPECIAL EDUCATION (EI/ECSE)
1. Special Education licensure from TSPC with Early Childhood Special Education endorsement or Handicapped Learner.
2. Master’s Degree in Early Childhood Education is preferred.
3. Demonstrated successful experience in Early Intervention, Early Childhood Special Education or special education.
4. Effective working knowledge of special education process and law.
5. Effective oral and written communication skills.
6. Successful experience providing consultation and/or direct EI/ECSE services.
7. Successful experience working with children birth to 3 years and/or with home visiting, and/or,
8. Successful experience working with children 3 to 5 years and/or with preschool teaching.
9. Such alternatives to the above qualifications as the LBL Board of Directors/Superintendent may find appropriate and acceptable.
10. Meet requirements of finger-print-based criminal history record verification.
Early Intervention / Early Childhood Special Education Program Administrator
To provide evaluation, direct and consultation services for children aged birth to five years who are eligible for Early Intervention/Early Childhood Special Education.
The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position. Individual employees may perform all or some combination of the duties listed below as well as other related duties.
1. Conduct individual developmental and autism evaluations and participate in determining eligibility for Early Intervention or Early Childhood Special Education.
2. Provide comprehensive written reports of observations, assessment results, and recommendations.
3. Confer with program personnel and parents about the evaluation results and recommendations.
4. Coordinate and participate in the development of Individualized Family Service Plans (IFSP’s) and in the determination of placements for eligible children.
5. Coordinate and provide direct and consultative services to eligible EI/ECSE children in a variety of settings, including the home, childcare sites, ECSE classrooms and community-based classrooms
6. Develop and implement lesson plans/ curriculum for home visits, classes, and groups.
7. Oversee and provide direction for educational assistants assigned to the specialist’s groups and/or classes.
8. Assume responsibility for assessing progress on IFSP goals and objectives and for completing annual assessments using the approved Curriculum Based Assessment (CBA).
9. Consult with community preschool personnel regarding individual child program needs.
10. Maintain regular attendance at work. Be punctual in meeting deadlines, attending meetings and following schedules.
11. Work well within a team. Promote good staff morale and put team needs above individual needs.
12. Collaborate with others to complete tasks and solve problems in a positive manner
13. Communicate effectively in a courteous, tactful and professional manner.
1. Monitor and maintain services in compliance with the Oregon Department of Education and LBL policies, rules and regulations.
2. Provide staff development and in-service as needed.
3. Attend district and program sponsored in-service and professional growth opportunities as assigned.
4. Work collegially with parent, school district, pre-school and early learning partners.
5. Maintain confidentiality at all times.
6. Demonstrate a commitment to promoting equity and diversity.
7. Maintain professional dress standards.
8. Perform other duties as assigned.
1. Strength and agility to assist children with special needs.
2. Ability to lift and carry up to 40 pounds.
3. Ability to provide own transportation, as deemed necessary.
4. Ability to provide services on a regular or itinerant basis in a variety of settings, including schools, family homes, childcare sites, ECSE classrooms and community preschools in assigned geographic region.
5. Ability to sit on the floor and in a variety of positions or chairs, such as pre-school sized furniture, for extended periods of time.
6. Ability to sit for extended periods of time in vehicle or at a desk.
7. Ability to use computer for extended periods of time, write reports and complete logs, schedules, and other paperwork.
Salary and Benefit Information:
• Licensed employees are represented by Linn Benton Lincoln Education Association.
• Salary and benefit information shown are based on full-time employment (1.0 FTE) based on the current school year
• Placement on the Linn Benton Lincoln ESD licensed salary schedule will be commensurate with applicant’s qualifications, relevant training, and experience
• Linn Benton Lincoln ESD will provide an Insurance CAP to assist with health, dental and vision insurance premiums
