The firm is currently seeking a highly motivated senior level Municipal/Civil Engineer who is looking to be a leader in project management and technical review. This position requires you to work with a growing civil engineering group on a diverse variety of projects. Project work currently includes civil site development for new and redevelopment sites, grading design, storm water management (hydraulic and hydrologic design, certification, and permitting), sanitary and storm sewer evaluation and rehabilitation, domestic water distribution design, low impact development, and green infrastructure design.

Primary Responsibilities will Include:
Working with firm’s management team to:
Search for, vet, and pursue new and exciting projects and clients.
Develop marketing and business development strategies for the Civil Engineering group.
Identify resources and skills necessary to properly support the Civil Engineer group’s objectives.
Proactively managing multiple civil engineering projects simultaneously and ensuring the timely submission of high quality and accurate deliverables. This will include contract management, project scheduling and budgeting, setting project priorities and properly allocating staff and other resources to meet the objectives, and leading meetings with Bloom’s management team and external partners and clients.
Actively participating in the project planning and design process. This includes, data gathering and field investigations, developing design/feasibility studies, plans, specifications, cost estimates, and design reports.
Serve as the technical reviewer for all project deliverables and design calculations in the Civil Engineering Group.
Provide technical assistance and guidance to the Civil Group staff assigned to construction management activities; i.e. submittal reviews, requests for information, and processing change orders.
Provide and promote mentoring opportunities for other staff members including cross training and succession planning.
Maintain strong positive relationships with existing client and partnerships and fostering new relationships.
Perform other duties as assigned.
20+ years of overall experience in the engineering field
5+ years of project management and client relation experience
5+ years of managing staff and coordinating with management
10+ years of strong technical municipal / civil design experience
Bachelor’s degree in Civil Engineering
Professional Engineer (PE) license in Wisconsin
The ability to:

Recognize potential project and design issues early and act quickly to properly resolve them
Adapt to constantly changing client requests, project schedules, staff availability and management expectations.
Good communication skills and a proven track record in successfully interacting with clients and collaborating with internal team members
A valid driver s license with a good driving record
Preferred Additional Experience (Not Required)
Master’s degree in engineering, business, marketing, or other.
Professional Engineer (PE) license in other States outside of Wisconsin; or willing to obtain. (Minnesota and Illinois are the highest priority)
Additional certifications relevant to your area(s) of expertise and interest
Proficiency with software used in civil engineering design. This includes: Civil 3D or Microstation; Stormwater modeling software such as SLAMM, HEC-RAS, HydroCAD, C3D Storm and Sanitary extensions, etc.; GIS; Excel
Marketing and business development
Knowledge of basic surveying principals
Preparing and conducting presentations for clients and partners as well as for large audiences at conferences, training sessions, etc.
