Description:Lead and manage APL tasking for Test Evaluation (TE) within a diverse set of Surface Electronic Warfare (EW) programs. Serve as the primary APL interface for PEO IWS 2TE program and technical leadership, providing technical expertise and engineering support in the areas of test planning and execution, predictive and post-test analysis, and coordination of EW Test Bed (EWTB) development efforts. This will be a dual-hatted position and the selected candidate will fill the role working from their current technical group, reporting to the Surface EW Systems and Threat Engineering Program Manager.
Responsibilities:Mission Effectiveness (40%) - Work with the program management team in leading Surface EW TE efforts. Contribute actively to vision and strategy development for emergent efforts and future challenges.
Develop relationships with PEO IWS 2TE and IWS 2D/E leadership and ensure that APL is making critical contributions to Surface EW program performance evaluation challenges.
Identify opportunities to collaborate with other Air Missile Defense (AMD) programs to ensure that APL is providing critical contributions in evaluation performance for integrated EW kill chains.
Provide systems engineering leadership in the development of performance verification and analysis approaches.
Work closely with APL EWTB staff to provide direction on EWTB development and accreditation activities.
Organizational Competencies (10%) - Work with program and AMD leadership to ensure that the depth and breadth of our Surface EW TE staff competencies meet the current and future needs of our organization to enable thought leadership and high impact contributions to Surface EW systems performance evaluation.
Foster collaboration with APL line management to define and communicate project priorities and address technical and programmatic risks.
Develop an understanding of Surface EW TE competencies necessary for current and future work. Work with line supervisors to identify areas of need for increased depth and breadth for hiring and training.
Staff Development (10%) - Actively engage and partner with Surface EW TE staff to assess areas for their future growth, establish a development plan to address those areas, identify opportunities for growth, and provide coaching along the way. Identify or develop the necessary training for staff to grow and learn key EW TE competencies.
Resources (10%) - Continually evaluate and improve the Laboratory’s resources in software development, computing facilities and infrastructure to support Surface EW TE activities.
Functional (30%) - Efficiently and effectively execute the management and technical responsibilities of the Surface EW TE Project Manager role.
Develop and negotiate tasking with PEO IWS 2TE leadership. Lead the execution of those tasks to ensure that all milestones and products are delivered on time and within budget.
Coordinate with APL EWTB technical leadership to ensure EWTB development and modeling and simulation activities are aligned with Surface EW TE requirements.
Coordinate with APL Combat System teams to ensure alignment of test activities.
Ensure that appropriate Quality Management processes are utilized to deliver quality products to the sponsor, including developing Task Management Plans, Risk Assessments and Product Realization Plans.
B.S. degree in engineering or other meaningful technical field plus at least 5 years of experience in a relevant technical area. Demonstrated success in conducting managing tasks that involve multiple contributors. Highly effective oral and written communication skills. Ability and willingness to interact with multiple sponsors, prime contractors, peer organizations and senior APL staff. Ability to rapidly develop actionable plans in a quickly changing environment. Ability to make frequent trips to sponsor offices in the Washington, DC area with occasional travel to destinations across the Continental US.
Strong working knowledge of PEO IWS test event planning and execution. Experience working with the operational test community. Strong working knowledge of Surface EW systems.
Current Secret clearance required. Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
Special Working Conditions:
This position requires frequent travel in the Washington, DC area and occasional travel to destinations across the Continental U.S.
